Navy finds lax behavior aboard sub in collision
GROTON, Conn. (AP) -- The crew aboard a U.S. submarine made dozens of errors before the vessel collided with an American warship in the Persian Gulf, an accident that exposed lax leaders who tolerated sleeping, slouching and a radio room rigged with music speakers, a Navy review found.

The collision caused $2.3 million in damage to the New Orleans, and the cost so far of repairs to the Hartford is $102.6 million, the newspaper reported.
Wow, those pictures sure give a sense of scale. I thought modern subs were bigger than that.
(I remember getting in the Gato class in Mobile. One of the vets inside invited us to take a peek into one of the machinery spaces since we were obviously not just casual visitors. It was amazing ... how little room there was to move around in that thing.)
90% is underwater. A Los Angeles Class is 32’ diameter and 365’ long.
No doubt you remember Carrie Saxon-Perry. Hartford has never recovered from her. Right now the Mayor is under indictment along with a former state representative for bribery. The City Clerk recently committed suicide and a police officer is on trial for shooting a suspect who tried to run him over.
The good news is that with the exodus of people, Hartford will soon be just another rural village again.
That's her. I lived in Vernon but worked in Enfield. The only times I ever went into downtown Hartford was for Whaler games.

For the record, the Hartford has a long, long way to go to catch up with the USS Jacksonville (aka USS Crashville) for most peacetime tonnage sunk or damaged. I remember tying them up the night they gutted a Saudi cargo ship.
That was several years ago, wasn't it? He must have been 90 + years old.

As a former Chief of the Boat (retired in 1984) I realize and understand the pressure on a submarine crew. That said, there is no excuse for lack of discipline and the CO and COB deserved to be reassigned and they should be court-martialed.
Having submarine watch officers not paying attention is like a blind man not using his cain as he walks. It is a matter of time before something bad happens.
