In response to a direct question from WND, the Hawaii Department of Health refused to authenticate either of the two versions of President Obama's short-form Certificate of Live Birth, or COLB, posted online – neither the image produced by the Obama campaign nor the images released by FactCheck.org.
Janice Okubu, the public information officer for the Hawaii DOH, also had no explanation for why Dr. Chiyome Fukino's initial press release last October and subsequent press release last week also avoided declaring the posted images to be of authentic documents.
In June 2008, Ben LaBolt, an Obama campaign spokesman, released the initial short-form Obama COLB to various newspapers including the Los Angeles Times declaring, "This is Sen. Obama's birth certificate."
This short-form Obama COLB was released as a .jpg Internet image, displaying no signs of having been folded or of carrying an official State of Hawaii embossed seal.

Not sure which but I would be pretty sure it was a duly certified copy.
A military family being posted to anywhere in the world always has the citizenship of his American parents. It’s been true since before WWII. There was never any legitimate or legal qwuestion as to whether John McCain, born in during the election by the left with its perrenial lack of knowledge about mililtary matters.

It probably shouldn’t have folds because it should be a digital document, but obviously not a scanned document. Missing a Hawaii State Seal is another matter.
As a database kind of guy, if Hawaii digitized everything, that means one of two things - either scanning or data entering. Both processes are subject to errors, forcing you to keep all the old records.
If you scan, you always run the risk of missing or illegible pages. The Hawaii document is not a scan, so it implies a data entry process that was truncated to just the minimal set of data.
Either way, we should expect a full coy to be roaming around somewhere.

I think... They cannot do that. A foreign born Certificate of Live Birth has assumed information only, and cannot be used as a valid proof of citizenship.
The document can be altered at any later date due to the lack of actual birth information available. For example, one of Obomas certificates has a 2007 stamp on the back.
Oboma could, at any time, change the location of birth or date of birth in his records.
They may not have any idea what Oboma has changed or when. There could be as many as 100 amended copies available for all they know, because the copies don't verify anything other than proof an infant exists.
Because of the growing Birther movement, I believe the Head of the Health Department(D) is getting too scared to remain involved.

You’ll notice that the COLB lists his dad’s race as “African”. When did that become a race? I know several white africans.
