Under the Democrats' health care bill, if a medical school wants to increase its chances of receiving many different kinds of grants and contracts from the federal government, it should have a demonstrated record of training individuals who are from underrepresented minority groups. This is because the Democrats' health care bill requires the Secretary of Health and Human Services to give preference to the entities that have demonstrated such a record in the awarding of these contracts to medical schools and other institutions.

onstrate collaboration with accredited schools of

nursing which may include community colleges and

other academic institutions providing associate,

bachelor’s, or advanced nursing degree programs or
15
specialty training or certification programs.

(f) USEOFFUNDS.—Amounts awarded to an entity
17
under a grant under this section shall be used for the fol-
18
lowing:

(1) To carry out programs that provide edu-
20
cation and training to establish nursing career lad-
21
ders to educate incumbent health care workers to be-
22
come nurses (including certified nurse assistants, li-
23
censed practical nurses, licensed vocational nurses,

and registered nurses). Such programs shall include
1
one or more of the following:
2
(A) Preparing incumbent workers to return
3
to the classroom through English -as-a-second
4
language education, GED education, pre-college
5
counseling, college preparation classes, and sup-
6
port with entry level college classes that are a
7
prerequisite to nursing.
8
(B) Providing tuition assistance with pref-
9
erence for dedicated cohort classes in commu-
10
nity colleges, universities, accredited schools of
11
nursing with supportive services including tu-
12
toring and counseling.
13
(C) Providing assistance in preparing for
14
and meeting all nursing licensure tests and re-
15
quirements.
16
(D) Carrying out orientation and
17
mentorship programs that assist newly grad-
18
uated nurses in adjusting to working at the
19
bedside to ensure their retention
20
postgraduation, and ongoing programs to sup-
21
port nurse retention.
22
(E) Providing stipends for release time and
23
continued health care coverage to enable incum-

(2) To carry out programs that assist nurses in

obtaining advanced degrees and completing specialty
4
training or certification programs and to establish
5
incentives for nurses to assume nurse faculty posi-
6
tions on a part-time or full-time basis. Such pro-
7
grams shall include one or more of the following:
8
(A) Increasing the pool of nurses with ad-
9
vanced degrees who are interested in teaching
10
by funding programs that enable incumbent
11
nurses to return to school.
12
(B) Establishing incentives for advanced
13
degree bedside nurses who wish to teach in
14
nursing programs so they can obtain a leave
15
from their bedside position to assume a full- or
16
part-time position as adjunct or full-time fac-
17
ulty without the loss of salary or benefits.
18
(C) Collaboration with accredited schools
19
of nursing which may include community col-
20
leges and other academic institutions providing
21
associate, bachelor’s, or advanced nursing de-
22
gree programs, or specialty training or certifi-
23
cation programs, for nurses to carry out innova-

tive nursing programs which meet the needs of
1
bedside nursing and health care providers.

(g) PREFERENCE.—In awarding grants under this
3
section the Secretary shall give preference to programs
4
that—
5
(1) provide for improving nurse retention;
6
(2) provide for improving the diversity of the
7
new nurse graduates to reflect changes in the demo-
8
graphics of the patient population;
9
(3) provide for improving the quality of nursing
10
education to improve patient care and safety;
11
(4) have demonstrated success in upgrading in-
12
cumbent health care workers to become nurses or
13
which have established effective programs or pilots
14
to increase nurse faculty; or
15
(5) are modeled after or affiliated with such
16
programs described in paragraph (4).
17
(h) EVALUATION.—
18
(1) PROGRAMEVALUATIONS.—An entity that
19
receives a grant under this section shall annually
20
evaluate, and submit to the Secretary a report on,
21
the activities carried out under the grant and the
22
outcomes of such activities. Such outcomes may in-
23
clude—

We’re going to end up with minority doctors and surgeons who were pushed through school and residency without regard to competency in order to meet quota timetables.
