Not according to those who wrote the Constitution. Remember, to properly interpret the Constitution, you've got to understand it and the language used to write it as those did who wrote it. Even Madison warned of the danger, even in his own day, of people using the natural mutability of language to impose meanings on the words of the Constitution not intended by the Framers. In their own day, "natural born citizen" meant something very specific. It meant an individual born within the United States whose parents were both U.S. citizens. Barry doesn't meet this condition. If Frank Marshall Davis was his actual father, Barry also was purportedly adopted by Lolo Soetoro, which he would have to have been in order for his nationality to have been accurately listed as "Indonesian" on his school records. If so, and if later he re-obtained U.S. citizenship, it would be as a naturalized citizen, ineligible for the office of the presidency. And if he had been born in either Canada or in Kenya, he would, regardless of his mother's U.S. citizenship, be ineligible to hold the office, because of her age at the time of his birth. Under then-current law, his birth did not come long enough after her 16th birthday.

He is not obviously even a citizen. According to the rules as they then were, if he was born in, say, Kenya, then he is not a citizen at all unless he was actually naturalized.

I doubt that Obama is a natural born citizen and may not be a citizen at all. Some claim that his advertised Selective Service registration form is a forgery.

It can only be argued what is says and if the term natural born citizen is not present, there is no way to infer that it was meant to be. In fact, that it is not present might actually be purposeful and intended by those who fashioned the text.

The term natural born citizen had a meaning at the time of the writing of the Constitution. Basically, it meant born to parents who are citizens and in the country of their citizenship.

And what happens when such a minor child reaches the age of eighteen, does nothing to affirm US citizenship, attends university in the United States on foreign aid, and travels on a foreign passport, from a nation that did not permit dual citizenship?

Nothing happens. There is no need to "affirm US citizenship." The US government doesn't care if you hold citizenship in another country and use that country's passport, as long as you use your US passport when traveling to and from the US. Using foreign funds to attend college is not a crime, or we'd have to lock up all those Rhodes and Marshall scholars.

As I understand the US Code, if a person is adopted, as a child, by a foreigner in a foreign country, that person can affirm their US citizenship upon reaching 18 years of age.

You misunderstand it. If you're born a US citizen, you remain one until and unless you voluntarily renounce citizenship as an adult. Adoption does not change that.
