PHOENIX - Arizona is having to borrow money because the U.S. Department of Education is imposing new requirements for the state to get stimulus funds, Treasurer Dean Martin is charging.
"What Arizona has received is endless bureaucratic red tape and constantly changing rules to delay access to funds,'' he said Wednesday. The result, said Martin, is Arizona doesn't have use of $433 million it should have had by now.

This has to do with Senator Kyle who wants to redirect the rest of the stimulus money to deficit reduction, health care, or cover other spending and this is retribution. I think more Senators should do this since it’s what Mark Sanford was fighting for before he went to Argentina.

States that are that attached to the federal tit were already in trouble IMO.
Stop all funds to illegals be it school or medical. Verify all retirement or welfare payments. No more dead people on the payroll etc
Cut state funded projects that aren't essential to infrastructure.
If every state does not have a plan to reduce costs an has not implemented it by now they are suicidal an need a kick in the butt to get moving

Martin said he sees the changes in education funding, along with those letters, as just another part of the pressure being brought on Arizona. "It's becoming clear that the administration is holding education funding hostage to bully Arizona into submission,'' he said. "This is taxpayer money, not the administration's personal piggy bank.''

I'll never understand the insanity of states' residents sending tax dollars to the federal government, only to have the feds turn around and send the money back to the states, after skimming a good portion off the top of course.
How idiotic and tragic it was for the states to pass the 16th amendment.

IIRC, AZ has a bill pending(not sure of status) that would exempt it from any Federal health care scheme.
Could that become a SCOTUS issue?
