It's called the Ammunition Accountability Act (AAA). You've got to love the name. It sounds so noble. But remember the great gun writer, Mel Tappan's, universal rule of law: "The nobler the language, the more nefarious the purpose of any legal instrument."
It's been proposed in 18 states and, with some minor difference among them, here's what it will do once enacted:
Each box of ammo you buy will have a unique number.
Each round in the box will have a laser-etched number on the base of the bullet and on the inside of the cartridge case that corresponds to the number on the box.
Each time you buy ammo you will have to show ID with your name, date of birth, driver's license, etc., to be recorded so the box will be tied to you.
There will be a 5¢ tax on each and every round in the box. This "tax" will be to support the database.
You will have to maintain records if you give or sell ammo to relatives or friends. (And the above tax would be levied on each round, again, to maintain the database.)
Anywhere from four months to three years after such bills are enacted, depending on the state, it will be illegal to own any uncoded ammo. ...snip...
You're going to have to dump it or shoot it all up. And you'll get no compensation for any of the old ammo you have to dispose of.
It will be illegal to reuse cartridge cases, so reloading will not be an option, and you're a criminal if you do.

I know a guy who has over 50,000 rounds stored up. They keep for at least 25 years. Black powder keeps much longer, virtually forever.
I forgot the guy’s name, though. Age thing.

My fear is that this will be buried in some sort of omnibus bill and we will have it foisted upon us without a word being mentioned by the powers that be.
I will sure feel a lot safer now that the street gangs will have to steal legal ammo ... yup .... can’t use that old stuff anymore ....

Well at least once I'm labeled a criminal, then I should have just as easy a time as the thugs on the corner have in getting their weapons and ammo. They always seem to have plenty and the gov. seems to leave them alone for the most part.

This was one of the things I wrote in an email - that they would control the ammo with coding, etc, and then got a ‘you're misinforming people’ reply!!

I shot some 1940 Bulgarian 8x56r last month. 20 rounds. No problem. Storage conditions are the key of course.
What kind of half-assed attorneys must we have on our side to allow something like this? Oh, yeah, the same timid, wuss-ass attorneys afraid to aggressively defend our side on virtually every issue. Hence, the multitude of double standards that are allowed to persist.
I use range loads at the shooting club. Real ammo I keep at home to use in case of burglery, civil riots, or some ragheads coming down the street. At that point the feds will have to discover the bullets that killed these R.B.s don’t have a serial number on them.
In his book “Will”, G. Gordon Liddy said that the number of crimes solved due to the tracing of guns by the serial numbers placed on their barrels was ZERO.
ZERO will also be the number of crimes solved due to tracing the bullets by the serial numbers on them.
