Key witness in passport fraud case fatally shot
A key witness in a federal probe into passport information stolen from the State Department was fatally shot in front of a District church, the Metropolitan Police Department said yesterday.
Lt. Quarles Harris Jr., 24, who had been cooperating with a federal investigators, was found late Thursday night slumped dead inside a car, in front of the Judah House Praise Baptist Church in Northeast, said Cmdr. Michael Anzallo, head of the department's Criminal Investigations Division.
Cmdr. Anzallo said a police officer was patrolling the neighborhood when gunshots were heard, then Lt. Harris was found dead inside the vehicle, which investigators would describe only as a blue car.
Emergency medics pronounced him dead at the scene.
City police said they do not know whether his death was a direct result of his cooperation with federal investigators.
"We don't have any information right now that connects his murder to that case," Cmdr. Anzallo said.
Police say a "shot spotter" device helped an officer locate Lt. Harris.

The Washington Times reported April 5 that contractors for the State Department had improperly accessed passport information for presidential candidates Sens. Hillary Rodham Clinton, Barack Obama and John McCain, which resulted in a series of firings that reached into the agency's top ranks.
One agency employee, who was not identified in documents filed in U.S. District Court, was implicated in a credit-card fraud scheme after Lt. Harris told federal authorities he obtained "passport information from a co-conspirator who works for the U.S. Department of State."

Things seem to be heating up over the Birth Certificate. Maybe it’s all about to come to the surface. I read today that in the first few months of this year alone Obama has spent millions on legal defense to keep the secret...secret, whatever “it” is. This is extremely intimidating to anyone who would be going down that path.

Homicide in the 2800 Block of 12th Street, NE
The Metropolitan Police Department is currently investigating a homicide which occurred late yesterday evening in the 2800 block of 12th Street, NE.
At approximately 11:08 pm on Thursday, April 17, 2008, a Fifth District Unit on routine patrol reported the apparent sounds of gunshots in the area of the 2800 block of 12th Street, NE. Upon arrival, assisting officers located an adult male inside of a vehicle in the 2800 block of 12th Street, NE, suffering from apparent multiple gunshot wounds. DC Fire Department emergency medical personnel responded to the scene, but could find no signs consistent with life. The victim was subsequently transported to the Office of the Chief Medical Examiner for the District of Columbia and pronounced dead.
The decedent in this case has been identified as 24-year-old Leiutenant Quarles Harris, Jr., of the 700 block of 58th Avenue in Capitol Heights, Maryland.
This case is under investigation by detectives assigned to the departments Homicide and Sexual Offenses Branch. Anyone with information about this case is asked to call police at (202) 727-9099 or our new toll free anonymous tip line 1-888-919-CRIM [E].
The Metropolitan Police Department is currently offering a reward of up to $25,000 to anyone who provides information which leads to the arrest and conviction of the person(s) responsible for any homicide committed in the District of Columbia.
NOTE: The first name of the decedent in this case is reportedly spelled differently then the common term Lieutenant meant to designate a specific rank.

I was trying to see if the case is still open, but I don’t see it on the crime solvers web site.
Very odd. I wonder if the reward offer is still current? Maybe someone can telephone the number in the article I posted and ask? (I would, but I’m in Australia.)

Informant Gunned Down Amidst 5D Violence

A 24 year-old suspect turned informant was shot and killed in Northeast Washington and now his family and the authorities want to know if it was a random act of violence or a planned murder.

His mother, Cleopatria Harris, wonders if his death had anything to do with a federal fraud case.
Police stopped her son and found 20 credit cards and eight completed passport applications.
According to court documents, Leiutenant Harris told police he and someone inside the State Department were taking information off passport applications, which they used to get fraudulent credit cards.
Another conspirator, inside the Postal Service, intercepted the cards before they could get to the actual people.
Leiutenant Harris was in court for that case three days before his murder. “He felt like he was going to do jail time. He was willing to do jail time.”

Police are investigating the murder, while State Department Diplomatic Security, Secret Service and the Postal Inspector are all investigating the fraud case. The only comment from law enforcement was that it’s an ongoing investigation.
