Key witness in passport fraud case fatally shot

A key witness in a federal probe into passport information stolen from the State Department was fatally shot in front of a District church, the Metropolitan Police Department said yesterday.

Lt. Quarles Harris Jr., 24, who had been cooperating with a federal investigators, was found late Thursday night slumped dead inside a car, in front of the Judah House Praise Baptist Church in Northeast, said Cmdr. Michael Anzallo, head of the department's Criminal Investigations Division.

Cmdr. Anzallo said a police officer was patrolling the neighborhood when gunshots were heard, then Lt. Harris was found dead inside the vehicle, which investigators would describe only as a blue car.

Emergency medics pronounced him dead at the scene.

City police said they do not know whether his death was a direct result of his cooperation with federal investigators.

"We don't have any information right now that connects his murder to that case," Cmdr. Anzallo said.

Police say a "shot spotter" device helped an officer locate Lt. Harris.

The Washington Times reported April 5 that contractors for the State Department had improperly accessed passport information for presidential candidates Sens. Hillary Rodham Clinton, Barack Obama and John McCain, which resulted in a series of firings that reached into the agency's top ranks.

One agency employee, who was not identified in documents filed in U.S. District Court, was implicated in a credit-card fraud scheme after Lt. Harris told federal authorities he obtained "passport information from a co-conspirator who works for the U.S. Department of State."

People were scanning all kinds of things like this last year. I can't believe it would have been missed. It's almost like it just appeared to cover someones behind.

I'm still trying to deduct logically if it's legit or not. Do you remember this story?

But, I know, I missed this one.

Nothing concrete as of now. I did, however, first run across this article on Dr. Taitz's new site:

Shot at close range, 11 PM on a Thursday night. He had recently exited the church, with a muffin and a bottle of water.

The web is curiously devoid of much mention. Quarles Harris is, however, also the name of the oldest exporter of Port in the world, dating to 1680.

I get the impression, from the name of the church, the location of the church, etcetera, that the victim was black.

That’s about all I could dredge up in a short search.

Thanks. Googling his name shows he was killed on April 19, 2008.

He was being implicated in a ring of people who were lifting identities from the State Dept. passport files to issue fraudulent credit cards, etc. He said he had a co-conspirator in the Passport Office for these thefts.

Real conincidence that he gets off’ed two wekks after saying that.

Exactly, very strange that this happened so quickly after he made the statement relating to passports, and then to have so little coverage...you would think that at least some publication other than the Washington Times would have at least mentioned it.

I recall this story of the passport ‘break in’, but definitely nothing regarding this, what appears to be clearly an assassination.

And this one even mentions Quarles Harris by name, as well as his connection to the State Dept., prior to his death...wonder if the arrest and resulting publicity was what sealed Harris' fate.
