H.Amdt 49 to H.R. 1388 Prohibits Organizations From Influencing... Legislation, Protesting or Petitioning.
SEC. 1304. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS.
Section 125 (42 U.S.C. 12575) is amended to read as follows: `SEC. 125. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS.
`(a) Prohibited Activities- A participant in an approved national service position under this subtitle may not engage in the following activities:
`(1) Attempting to influence legislation.
`(2) Organizing or engaging in protests, petitions, boycotts, or strikes.
`(3) Assisting, promoting, or deterring union organizing.
`(4) Impairing existing contracts for services or collective bargaining agreements.
`(5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office.
`(6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials.
`(7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.
`(8) Providing a direct benefit to
`(A) a business organized for profit;
`(B) a labor organization;
`(C) a partisan political organization;
`(D) a nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the Internal Revenue Code of 1986 except that nothing in this section shall be construed to prevent participants from engaging in advocacy activities undertaken at their own initiative; and
`(E) an organization engaged in the religious activities described in paragraph (7), unless Corporation assistance is not used to support those religious activities.
`(9) Conducting a voter registration drive or using Corporation funds to conduct a voter registration drive.
`(10) Such other activities as the Corporation may prohibit.
`(b) Ineligible Organizations- No assistance provided under this subtitle may be provided to the following types of organizations (including the participation of a participant in an approved national service position under this subtitle in activities conducted by such organizations) or to organizations that are co-located on the same premises as the following organizations:
`(1) Organizations that provide or promote abortion services, including referral for such services.
`(2) For-profit organizations, political parties, labor organizations, or organizations engaged in political or legislative advocacy.
`(3) Organizations that have been indicted for voter fraud.
`(c) Nondisplacement of Employed Workers or Other Volunteers- A participant in an approved national service position under this subtitle may not perform any services or duties or engage in activities which
`(1) would otherwise be performed by an employed worker as part of his or her assigned duties as an employee or by another volunteer who is not a participant in an approved national service position; or
`(2) will supplant the hiring of employed workers or work of such other volunteers..

Who falls under the category of National Service? That would be the big question.
I have a problem with (7). It seems to me that it violates your first amendment right to freedom of religion. Or does this just mean that you can’t do it while on the clock?
From what the bill states National Service would be mandatory for nearly everyone.
That’s the sad answer... that fact makes the amendment, which passed by the way, a whole lot more frightening.
Note the implicit protection of unions.
Like I’ve said before these are certainly not socialists—they are communists.

This whole bill (and this Amendment) is rife with VERY vague language that can be twisted and turned whichever way they want... While some sections SOUND good, others are clearly a problem.
The ENTIRE BILL needs to be scrapped.
I was informed by someone on YouTube (I know... LOL) that the portion of the Bill that passed the House that spoke of developing a committee to study the feasibility of making these programs (like the NCCC) mandatory is NOT IN the SENATE version. Can anyone confirm if that is true or not?
One more quick question just to clarify something — if the Senate version does NOT contain this study committee section, does that mean the entire bill would need to go back to the House for another vote? (I’m pretty sure that’s a yes, but I’m just trying to refresh my memory!)
Protection of Unions + direct destruction of religion = OBAMA ADMINISTRATION
Then they need to add that people engaged in a “national service position” may not be deputized nor may the carry arms in carrying out their duties. The LAST thing we need are a bunch of freaking Brownshirts.
As far as I could see, this just expands on the volunteer organizations that are already in place. Where in the bill does it say they will be manditory?
I am pretty sure that section only applies to when they are “on the clock”.
Well, for one I am assuming it would include EVERYONE in Obama’s New “National Civilian Community Corps” — you know his “Obama Youth” program complete with boarding Camp(uses) and Uniforms, and training to respond to Natural and “OTHER” emergencies as well as HELP TO BUILD INFRASTRUCTURE, and will be at the beck and call of our Federal Government.
Someone tried to tell me (again on YouTube - LOL) that this COULDN’T possibly be turned into a FORCED LABOR program, but they obviously have WAY more faith in our government than I — and they appear not to have studied much history either...
They fill these bills with language that they can twist and construe to mean whatever they want, really!

I know. What have people become in this country to have put America in thos horrible position. They all squack about freedom, when they don’t even have a clue what it means, that they are giving them up willingly without even knowing it, or even where their freedom or their rights come from.
They don’t even know the brances pof govt or what the President’s job is! Bunch of reality tv, make believe lives they lead.

So they want to take away our Social Security (after we have paid into it for forty years), AND make us do volunteer work? Sounds like enslavement to me. Senior Corps, my ass.
Here is the proposed "United States Public Service Academy" website.... They want to put it where Walter Reed is right now!!! Pass it around!!! This is FOR REAL!!! This place it being proposed to breed the heirarchy for the "National Civilian Defense Force"!!!
