Radical new bill talks of banning pit bulls in Ore., euthanizing them

A new bill on pit bulls that hasn't even hit the Senate floor yet is already getting a lot of heat from folks on both side of the issue.

Under a bill from Sen. Bruce Starr's office, owning a pit bull would be illegal in Oregon and the state would punish those who own one by euthanizing the dog, slapping the owner with thousands of dollars in fines and perhaps even throwing them in jail.  And if your pit bull killed someone?  Then you could be fined $125,000, spend five years in jail or both.

Those who already own a pit bull would be grandfathered in, so to speak.  They would have to obtain a permit to keep the pit bull (for a fee) and provide a certificate from a veterinarian showing that the dog had been sterilized.

Here is the summary that is laid out in the draft of the bill:

Prohibits keeping of pit bull. Creates exception for pit bulls currently in state upon meeting certain conditions.  Declares pit bull dangerous dog and makes keeping of pit bull punishable by euthanization of dog and by maximum of $6,250 fine, one year's imprisonment, or both.  If dog kills person, punishes by maximum of $125,000 fine, five years' imprisonment, or both. Read the entire bill (pdf)

The bill has not had a first reading on the Senate floor yet.  That is expected in a week or two.

Count me in the apparently rare column of people who do not generally trust the type (it is not a breed, but a whole slew of dogs of a more general type) as a whole, but absolutely are against banning PBTs or otherwise penalizing people just for having them.

ROFL! They also are much better mass-murderers than PBTs.

“I was surprised and sadden to see that Sen Bruce Starr is a Republican, probably a RINO.”

Why? Not necessarily true. Look at these very threads to see how this is NOT a “Repub/Dem” issue.

“Sorry to disagree with your blanket statement but in instances where there is a clear hazard to others (ie-such as chimpanzees) the government does have an obligation to protect the public.”

Sorry, but pit-bull terriers are STILL PART OF the species of DOG. Therefore, how can you separate 1 from the others? Chimpanzee is a species, not a “breed” or type of certain species.

“Owners have given this breed a bad name.”

Nope, breeders (such as they are). It’s genetic never mind some abuse thrown in. There is just no way around that. If people didn’t keep breeding the nastiness in, there wouldn’t be this problem.

“They are the ones tormenting the poor pit bulls, now every pit bull has to be killed.”

It’s ironic that my experience is that certain ‘hoods contain people who seem to have an innate FEAR (I mean, IRRATIONAL - I’ve seen it myself) of dogs. So, they pick the very worst if they’re going to have a dog at all. Go figure. How many have dogs, period? How many have acted willy-nilly when you show your dog? How many are involved in dog shows? Guess the answer to all of these.

Are you talking about the gazillions displaced because they had to build this huge dam? It wasn’t just “1 complex”, it was hundreds of ancient towns along the once-small river, being turned into a lake.

I thought it appalling, whatever the case.

Right (although I limit the liability to an extent - an animal is autonomous from you, and you never know what your dog will do - PBT or NOT).

Identification nonsense is 1 of THE big reasons I oppose PBT laws. Half the time these people are fools misidentifying dogs - everyone including the “experts” (NOT). They don’t really know what is a PBT and what isn’t, unless the dog has papers or the owner admits it.

I’ll just note my wife got up at 4 AM the past two days to help arrange travel for dozens of dogs and cats for a cut rate spay/neutering program.

A dozen ‘pit bulls’ across both days. Not a single problem, unless you don’t like dogs being loving to you.

I don’t have a security system and door locks because of any breed of dog, and have them because of the species we commonly call ‘human’.

And its a problem with humans, not a breed of dog, thats at the core of this ‘problem’.

It’s not the breed. It’s the human waste that have bred them.

“and a multi-pronged education effort to teach what being a responsible owner entails.”

No no. I don’t want this limp-wristed hand-wringing “animal LOVERs” telling me I can’t use Koehler on my dogs, and slapping ME with “cruelty” charges.

Thanks for the link; I was hoping I could find that page again.

Of course, pit-bull terriers are a type, not a breed. This page deals only with “American Pit Bull Terrier” breed. Several on there ARE PBTs.

Exactly, and if it’s against the law, who will admit it?
As for liability, it should be within reason. If you KNOW your dog is dangerous and you still allow them to be at large, all bets are off.

I have been out of the training business for a number of years, but recently have noticed that no one wants to correct their dogs AT ALL for misbehavior. I trained using Koehler intially, but found my goldens didn’t respond to it as well as I would like (or maybe I was too heavy handed, I don’t know, I was a novice). However, even tho I use a behavior sort of method, I do use corrections once the dog knows the correct response and refuses. It seems that many people now want to treat their dogs like they do their kids—with the inmates running the asylum!

There’s two possible reactions to an attack on your pets, fight and take your chances or roll over and hand them your own nuts and a knife.

A Waterloo man and his dog made a harrowing escape from the clutches of a vicious black bear Thursday while portaging near Wawa, Ont. Tom Tilley (kanawa), 55, killed the nearly 200-pound bear by jumping on its back and stabbing the aggressive animal with a six-inch hunting knife after his dog alerted him and distracted the bear. "Love is a very powerful emotion and my thought right away was, 'You're not going to kill my dog,' " Tilley said yesterday. "I really consider my dog a hero.
