Lawmakers Consider Gun Bill WHO Staff Writer February 12, 2009
A bill being discussed in an Iowa House subcommittee would make it illegal to have or carry a gun in a vehicle on a public highway. The law would apply to all guns expect those that are fastened in cases and have its barrels and attached magazines unloaded.

For those who rely on law and common sense, the possession of firearms is clearly "a constitutionally protected right". Regardless of this truth, most states require a citizen to pay a "fee" (registration or background check "fee") in order to obtain a "license" (concealed carry "license") before keeping and/or bearing a firearm. And, a federal and/or state "tax" (firearms and ammunitions sales "tax" or machine gun "tax" collected by the BATF) is always levied at the time of firearm transaction.
Criminals can not be compelled to register guns. The U. S. Supreme Court determined,
"...that a felon who has a gun cannot be compelled to complete such forms, because it violates the Fifth Amendment right against self incrimination. That's right, registration -- not in your case of course but in the case of a criminal -- is a self-indictment of a crime, and is therefore prohibited."
Haynes vs United States (1968).
In 1856, the U. S. Supreme Court ruled,
"Local law enforcement has no duty to protect individuals but only a general duty to enforce the laws."
South vs. Maryland, 59 US (HOW) 396, 15 L. Ed. 433 (1856).
A U. S. Federal Appeals Court declared in 1982,
"There is no constitutional right to be protected by the state against being murdered by criminals or madmen."
Bowers vs. devot, U. S. Court of Appeals, 7th Circuit 686 F. 2d 616 (1982).
The U.S. Supreme Court declared,
"The Constitution does not impose a duty on the state and local governments to protect citizens from criminal harm."

"The purpose of the Second Amendment is to restrain the federal government from regulating the possession of arms where such regulation would interfere with the preservation or efficiency of the militia."

I once heard in a news report that a criminal was found with a “ .22 caliber automatic long rifle revolver” or something like that. I figured the reporterette must have meant a .22 caliber semi-auto pistol. But I speak English and not ignorant reporterese so what do I know?
In Iowa, a loaded magazine is for legal purposes a loaded gun. Any law pertaining to loaded guns can be applied to a magazine with bullets in it, even if there’s no actual gun around.

In my list of the new Western States of America, I didn’t include Iowa, and this says why!!
Amazing—there are lots of hunters who support Iowa with license fees.
For concealed handguns in a self defense role. Okay, I get that. But this is going to hit the hunters a lot harder, I think. They probably aren't paying attention, just yet. Hunters tend to think that most "gun control" is after the ccw crowd or "assault weapons." What they fail to grasp is that the antis either view them as being a murderer of poor Bambi or their rifles as being long range sniper rifles needing to be eliminated, anyway.
Even here it is illegal to carry a loaded handgun in your vehicle unless it is concealed, which is more regulation than I like.

You don’t have to worry about this in Iowa. This right has already been taken away. Deer hunting in Iowa is shotgun only. I heard a year or so back they were thinking about opening up a few counties for a short rifle season because of deer over-population, but I haven’t heard any more since.
My in-laws live in Iowa. On our annual trek up each Christmas from Texas, I carry my Glock. Coming from Texas with my CHL, I have no issues through Oklahoma, Kansas, or Missouri. Before entering Iowa, I have to pull over in Missouri, unload my pistol (including magazines), lock the case, store the ammo in a different location, and lock it all in the trunk. It’s quickly approaching California status.....

Well that explains a lot! Wasn't IOWA the first political victory for the Obama Juggernaut? That's where he got his first real political traction in the race. He started with a win in Iowa and Hillary never had a chance thereafter.
I make it a habit to never visit or pass through a state where I don't enjoy full CCW reciprocity. I was able to drive from Miami FL to Austin Texas and home the two times we drove out to Texas to pick up a newfie puppie. I always felt safe with a Sig or an H&K tucked away out of sight. If I can't carry, I simply won't "go." Does Iowa allow hunting with a handgun?
Luckily, all the states I have to pass through are pretty gun friendly (Oklahoma being the next best after Texas). But since Iowa is my final destination, there is not much I can change.
Actually, they have opened up the hunting regulations a little bit. The two southern rows of counties in the state are open to centerfire rifles, but only to residents and only during the January antlerless season. Handguns (.357 and larger) and muzzleloaders are allowed. No baiting allowed. Sucks for me because I have never been able to bring my trusty .270 to hunt over Christmas. I guess I’ll stick to sitting in a warm blind in Texas over a timed feeder.
This was a huge debate last time we went back there. All the locals were complaining about how dangerous rifle hunting is because of how far the bullet can travel. They didn’t like my response of “that only matters if you miss your target”. We find so many deer up there that have died a slow death after someone tried to take a 150 yd shot with a shotgun and took off a leg or something. The rifle is more humane and would also help keep the deer population in check.
Oh man that sucks. Usually such great Bwana style "hunters" take off after the deer and the adrenalin rush kicks the deer into the next county and that slow agonizing death. If a hunter would just sit still after such a shot, the animal will go 50 meters and sit down to lick it's wound. The muscles stiffen up and he's easier to find and finish, humanely. I hate folks who take a shot they can't be certain will anchor game in their tracks. I took an elk over near Fort Lewis WA back in the 1980s with a 44 magnum handgun and it dropped clean and sweet. Tasted great, too. I have a buddy who regularly hunts Elk with a .375 H&H Magnum. Talk about anchoring game! He makes his shots count, too.
Actually, this Gun Bill contains one minor change that is good for Iowa.
There are SEVERAL Bills in the works to change Iowa’s law from May Issue to Shall Issue.
Also, a couple of these Bills will add RECIPROCITY, so that those who have permits from other States may carry in Iowa.

Yes. People may hunt deer with bows, handguns, blackpowder weapons, shotgun slugs, and rifles. Hunting with a rifle is highly restricted by the time and place.
