Your info is not correct on a simple majority because this bill raises the deficit and cannot be passed on a majority vote. In effect that's true, but only because it would be suject to a point of order vote, which is still not the final passage vote. So yes, it needs 60 votes to get passed, but the final vote need not be by 60 votes. Except that they agreed that they'd just do a single combined cloture/final passage vote, since this vote was cloture on an amendment, not on the "base" bill. Still it will need 60 votes, to get to final passage, but I think, from reading the link you provided, that they still would only need 50 votes, if not for the agreement to do final passage and cloture in a single vote. Of course they only do that when they quite certain of getting the 60 votes.
But thanks for the link, I learned a little more, which is always a Good Thing.
In this case the "point of order" votes will be...well.. pointless, as they have agreed on requiring 60 votes anyway. Still maybe for "points" someone will require the point of order vote.

The cloture concept isn't too difficult to understand. They pass it to prevent a filibuster from preventing the bill from advancing to the floor for final majority vote. In the old days, the filibuster actually occurred (see “Mr. Smith Goes To Washington”). Now, they just say it might occur, and the cloture vote kills it.
