[a little noticed item in the Federal Register, gutting a provision intended to protect US personnel against the International Criminal (Kangaroo) Court ]

Waiving the Prohibition on the Use of Economic Support Funds with Respect to Various Parties to the Rome Statute Establishing the International Criminal Court
Memorandum for the Secretary of State

Pursuant to the authority vested in me by the Constitution and laws of the United States, including section 671(b) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2008 (Division J, Public Law 110-161), I hereby:

Section 671(a) of HR 2764 Department of State, Foreign Operations, and Related Programs Appropriations Act, 2008 reads:
LIMITATION ON ECONOMIC SUPPORT FUND ASSISTANCE FOR CERTAIN FOREIGN GOVERNMENTS THAT ARE PARTIES TO THE INTERNATIONAL CRIMINAL COURT

SEC. 671. (a) None of the funds made available in this Act under the heading ‘‘Economic Support Fund’’ may be used to provide assistance to the government of a country that is a party to the International Criminal Court and has not entered into an agreement with the United States pursuant to Article 98 of the Rome Statute preventing the International Criminal Court from proceeding against United States personnel present in such country.

(b) The President may, with prior notice to Congress, waive the prohibition of subsection (a) with respect to a North Atlantic Treaty Organization (NATO) member country, a major non-NATO ally (including Australia, Egypt, Israel, Japan, Jordan, Argentina, the Republic of Korea, and New Zealand), Taiwan, or such other country as he may determine if he determines and reports to the appropriate congressional committees that it is important to the national interests of the United States to waive such prohibition.

The legislation in question was intended to induce all countries to enter into a treaty with the US to not have the ICC apply against US personnel.

Obama's directive has just gutted it. Why?

He wants to have our military overseas arrested and tried? That’s the only answer I can come up with. Free the terrorist and imprison our military fits this radical Muslim President and yes I do think he is a Muslim and always did. Rev Wright’s church was cover for Muslims in Chicago so why shouldn’t it be a cover for ZERO?

Obama didn't officially become president until the 20th of January.

This item was signed on the 16th according to the copy provided.

WHO signed this? Was it Obama or Bush? It was signed on the 16th.......if Obama signed it it is INVALID as he was NOT president yet!

Real simple. I will not travel to any of those countries for work or pleasure. Anyone in the service of the govt. should refuse an assignment to them based on personal risk. Anyone in the military should decline posting there if at all possible. Can “conscientious objector” be applied to this?

In order to prevent US personnel from being seized and dragged in front of the "International Criminal Court", in 2008 Congress passed legislation prohibiting any foreign country from getting any US funds unless it entered into a treaty with the US, where it agreed to not hand of US personnel to the ICC. This directive overrules that, granting exemptions to the named countries.

Look at the list of countries ... Barbados, Bolivia, Costa Rica, Cyprus, Ecuador, Kenya, Mali, Mexico, Namibia, Niger, Paraguay, Peru, Samoa, South Africa, St. Vincent and the Grenadines, Tanzania, and Trinidad and Tobago.

When the usurper is exposed, he will probably run to one of these countries to avoid prosecution. President Bush has made sure he will be arrested and brought back to the US for prosecution.

My niece, 19, just joined the Army. She is in South Carolina somewhere getting her butt kicked. But, those guys trying to train her are in for a handfull. She weighs 125 tops, but she is lethal in hand-to-hand. And she can scream at you till the cows come home. God Bless the United States Army if she makes it. She will be a general in short time. I wish I had a pic for you, I am so proud. GO MEG!!!!!!

If I were Obama(these types are all the same; they think it can not and will not apply to them): I would be careful what I signed. Chances are very good he will be the one they go after.
