Gov. Arnold Schwarzenegger is bypassing his chance to lay out a vision for California in his annual State of the State address.
In remarks prepared ahead of his speech Thursday, the governor says California is in a state of emergency. He says the financial situation is too grim for him to talk about education, infrastructure, water or health care reform.
California faces a $42 billion budget deficit over the next year-and-a-half. So far, Schwarzenegger has been unable to broker a deal with Democrats and Republicans over how to solve it.
He's also calling on lawmakers and the governor to go without pay for every day they fail to pass a budget past the June 15 constitutional deadline.
Lawmakers blew that deadline by a record-long 85 days last year.
The state of emergency has been ongoing for years... California has been subject to an invasion from Mexico. The chickens are coming home to roost.
The citizens already know Arnie. Too bad you and the other miscreants in our state’s capital don’t.
Ii wonder if Ahnold realizes how much this is his fault.
But, but, they almost have homosexuals marrying each other and owning other people’s children. You have to give them credit for focusing on important issues.
Arnold has proven not only to be a backstabber but one of the most incompetent governors in history.
Equal protection under the law
Does that mean if you owe the state of California money that you can just send them an IOU on April 15th?
What if a citizen uses his refund every year to pay his property taxes that are due in April - can he send his local county an IOU without penalty and interest?
Cut spending on social programs and get rid of the illegals and you could have your programs and cut taxes.

It's time to water that tree of liberty IMHO.
Its too bad for the few sane people in the state, but it going bankrupt may help reverse some of the dumba$$ policies they have enacted that cost a fortune.

I think everyone in California should endorse those IOUs over to the IRS as payment in lieu of cash for their federal income tax liabilities.
Don't give them an excuse to steal your house.
Seek other measures (barter? spend less?).
As usual, I won’t be getting a tax refund this year—I don’t want the government to keep my money any longer than necessary. However, if I were expecting a refund, I’d just eliminate withholding until such time as the state got me my refund.
I dealt with a bureaucrat at the Assessor's office last year to get my taxes reduced according to the law. This guy put me through heck even though I brought all my documentation proving the current value of my home. He then proceeded to assess my home $25,000 above it's value and he told me if I had a problem with it to petition it which would take up to a year to hear. Cockily, he said I would still have to pay at his assessment value until then. When I got my bill it was at the value I bought at and incorrect. More time was taken out of work to go back into the assessor's office and deal with this guy again. He said pay the bill and I would get a rebate for what I overpaid. I said I'd wait for the correct bill and the county wouldn't see a dime until then. Guess what happened... I had the adjustment within a week. All these jerks understand is money and that is the only leverage over them. And those folks over at the Ass essor’s office were hired for their personality if you know what I mean.
Liberalism is an expensive proposition. Deal with it.
I know exactly what California needs to dig itself out of this budget mess:
(1) Institute a statewide CO2 cap-and-trade system;
(2) Mandate greenhouse gas emissions reductions to 1905 levels.
(3) Require that 75% of all energy produced in the state be from renewable sources by 2020.
All of these steps will lead to the creation of millions of “green jobs” and — voila — no more economic problems.
