To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes. Sponsor: Rep Rush, Bobby L. [IL-1] (introduced 1/6/2009) Cosponsors (None)

Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.
Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.
Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.
Prescribes criminal penalties for violations of firearms provisions covered by this Act.
Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.
Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

Yeah, to be sure, some things are better, but others, FAR worse.
I’ve been going bill by bill since congress got back in session watching for these. Guess my eyes start to bleed too soon and I missed this one.
I wasn’t too aware. Though I was born in 1985.
But growing up in NYC didn’t help at all.
Dunno, for all I know its being drafted now. A couple of well placed “donations” and the Seattle patent holders will get this pushed down our throats.
I’m very selective about whom I will and will not deal with. I’ll build guns for our military because I don’t want our guys and gals getting killed. I won’t build guns for most of the civilian agencies due to un-Constitutional practices and civil rights violations. For instance, until Lon Horiuchi stands trial for the murder of Vicki Weaver and his questionable role in Waco, I won’t sell guns to the FBI. Even if he did stand trial, depending on how the agency conducts itself, I doubt I would deal with them.

I guess they interpretted their mandate to mean that Americans want more gun control. Here I thought they wanted cheaper gas and a pay raise. Silly me.
Too bad I never got to know that.
Looks good, too unfortunate the rest of the firearms manufacturers don’t have your backbone.
Of course, I can only buy one gun a month, but I am SO GRATEFUL my WONDERFUL GOVERNMENT ALLOWS ME to exercise my Second Amendment Rights (Privileges).
It's so comforting to know that THE GOVERNMENT knows what's good for me. In fact, I have a California Assault Weapons Permit as well, but that only cost me 20 bucks.
The Lord Obama will provide...
