This is absolutely absurd.
God gave us livestock as a means to provide for ourselves and others. Let’s bring these EPA officials to market and butcher them.

Given that the PETA-philes are pushing this, I’d bet that this has nothing to do with the environment, and everything to do with attempting to drive the businesses in the meat animal industry into bankruptcy.

I have this really strange vision in my mind of a Government inspector standing at some cow's tailpipe with a gas chromatagraph in hand ready to catch evidence of the offending wind.
Only complete and total idiots will support such a foolish measure as this.

How do you weigh a ton of CO2? By volume and mass.
The real problem here is that a government official would have to watch (and smell) all of the 'outgassing'... and provide documentation, in triplicate, submitted to the Board of Obnixious and Renewable Gasses (BORG). Then, this is approved by the Federal Administration Reviewer of Things (FART).
