He doesn’t need a license. He would be covered under his employers license. Now if he were to buy the company he works for than he will need a license.

He didn't. Under Ohio trades law, only the proprietor of a plumbing business must have a license. The owner then assumes liability for the work done by his employees -- who don't need a license.
In Ohio, the license is essentially about accepting liability, not about proven plumbing skills. It ensures that he hires people who know how to plumb.
Why the idea of licensed plumber?
Who is the body that would issue such a license?
Ditto for electrician, carpenter, etc.
These are not high knowledge requirement jobs. There’s a certain skill, but a deep risk either.
