Breaking News: Pelosi 'No Energy' Bill Part of House Draft CR

House Democrats are bypassing renewal of the offshore oil drilling ban by including the entire Pelosi “drill nothing” energy bill in a draft of a Continuing Resolution. HUMAN EVENTS obtained a copy of the most recent House draft CR this morning.

The Pelosi bill, HR 6899, fails to open more than a miniscule part of the available offshore drilling areas and -- even worse -- it establishes permanent bans on development of most other domestic energy sources (natural gas, oil shale, etc.) and does nothing to develop nuclear power. It passed the House earlier this month and is now languishing in the Senate as a separate measure.

As one member of Congress said last week, it’s got more incentives for bicycle riding than for nuclear power.

Now, the House leaders have included the “drill nothing” bill in a new draft Continuing Resolution. According to the document we obtained, Section 152 of the draft CR says:

[FEDERAL OIL AND GAS LEASING; INTERIOR] SEC. 152. Notwithstanding section 101, the terms and conditions for Federal oil and gas leasing set out in title I of the Comprehensive American Energy Security and Consumer Protection Act (H.R. 6899), as passed by the House of Representatives on September 16, 2008, shall apply in lieu of the terms and conditions in sections 104, 105, and 433 of division F of Public Law 110–161.

Congress must pass a continuing resolution before September 30 in order to prevent a government shut-down for lack of funding.

(The Democratic leadership has managed to do what hasn’t been done for about 70 years: go through an entire year without passing a single appropriations bill. Without appropriations measures, government agencies lack funds to operate. The CR will include measures to keep all agencies going at least until congress returns either later this year or when it reconvenes next year.)

Senate sources tell HUMAN EVENTS this draft is dead on arrival.

However, there is every reason to believe that this maneuver will be repeated later this week, and that the House and Senate Democrats will make it a part of any deal with the President on his financial bailout package.

Stay tuned. This is getting uglier by the moment.

Even as the country is at the brink of true economic catastrophe, this traitors will do nothing on energy that doesn’t line there own pockets. This winter, many of my neighbors up here in Maine still owe from last year’s oil bill and cannot get delivery until the bill is paid. If the economic supercredit bubble of 25 years is bursting, this government had better find ways to help it’s citizenship or it will be more then a voter revolution coming to them.

Handled correctly, and that's a huge IF, this situation could be a God-send right here at election time. With a properly designed PR campaign it would be possible to make people realize a CR is needed because the Dems, for the first time in the LIFE of most of those voting Nov. 4th, simply couldn't do its job of funding the US government. The voters will never understand or grasp a long-winded explanation of why the drilling this has become linked to the funding of government. That's the ploy the MSM has always used to dodge the charge they are partisan. They will tell the story that Dems have failed miserably to run government for the two years they've been in charge, but they will do it in such complicated terminology and in such volume that no one other than true news hounds will know what they're talking about.

Then after everyone is thoroughly confused, and generally turned off to the discussion, they'll offer time and again front page coverage to the very small part that says it's the Republicans who are refusing to work with the Dems and threatening to shut down government. It's a tried and proven formula for the MSM to spin public opinion against the Right.

The whole thing is going to have to be presented to the people in a series of single-minded phases.

The first phase is to have EVERY one who talks about it stick with the reason a CR is even necessary in the first place. The only thing they should emphasize is that a CR is the result of the Dems failing miserably at their job of running Congress. Say that over and over.

Phase two then is to make the point again and again the CR they made necessary is being used to pass legislation they couldn't get in the usual way.

Phase Three is to simply insist that the only way the Right will buy into a CR, which shouldn't have been necessary to start with and certainly shouldn't be used to pass undesirable legislation, would be if it's a CR and only a CR. Nothing but necessary funding attached to it.

It's going to be tough, but I don't think we've ever been given a better opportunity to put the blame for all the problems we face today squarely where it belongs, on the back of the Dems.

Well, we can dream can't we?

I don't know how she could make it permanent. That would imply that this current Congress is more powerful than any Congress in the future. That might not set well with the Speaker in 2020.

Continuing Resolution. Sorry, since it was referred to in the headline and article as CR I made the mistake of assuming it was a well enough understood abbreviation to stand by itself.

Oops. My apologies.

It's the big, catch-all bill that Congress passes in desperation to pay the bills AFTER the current fiscal year has expired but they failed to make provisions for the new fiscal year.

Used to be you would see one every now and then, but only from time to time.

Congress is required BY LAW to pass a series of funding bills, I think there's seven of them. Each covers a different part of government, defense, etc.

As Congressional sessions have become more and more contentious they pass fewer and fewer of the funding bills and fall back on the Continuing Resolution.

The trick lately has been to simply fail to pass funding for some really important department(s) and then pass a CR but add to it something the President would never buy into on its own merit. In this case it will be the offshore drilling tiff. Vetoing the CR means government has no more money to spend.

Again, sorry for the oversight.
