The context of his comment seemed to be army of volunteers to assist with non-military missions were wanted by our Generals. Not sure I have the exact sequence down but it sounded like he wanted non-military expeditionary forces to travel the world and organize communities or something to that effect?
I guess we could have Zampolit and the Green Gestapo? Bizarre to say the least and I dont even want to think about the expense involved.

It made me sick to watch the fawning over “Barak” by the Columbia commies and the two liberal elite moonbats so called jounalists. Notice the snug and feel good body language by those two fools towards Hussien as oppossed to them sneering at Mccain. If Barak and his commie friends at those wonderful “Schools” are so concerned with community activism, let ROTC on campus you big dopes. The MEDIA is gone- finished IMHO !
For the record: Interestingly enough, you need a high school diploma or equivalent to join the Army.

The US Armed Services have study programs for those without HS diplomas to get HS equivalency diplomas and beyond.
We had men in our company at Fort Jackson and Fort Benning who did this.
During WWII many young men quit HS to go fight and returned to complete HS after the war was over.
I know of a number of men who took that route.
Bud Garner joined the US Navy, survived a ship sunk by a Japanese sub, after the war Bud went back to HS and is active as the City Historian and writes for a local area newspaper today.
