Considering it’s summer, the real rate of unemployment if using the US method for counting unemployment is something closer to 19% in Germany. This has to do with the Germans counting everyone who is unemployed but forced into a state funded career retraining program being counted as “not searching for work.”
The retraining programs in Germany last upwards of 33 months, at which point people can reapply for unemployment. Very low rate of long term success in German career training programs too. It does however make better unemployment numbers for the State and Federal German governments.
