I suggest more more laws and surveillance cameras.

In addition, they need nighttime curfews and police checkpoints every couple of blocks to check identity papers and search people for weapons.

All hail the nanny state!

Can anyone compare, for example, Memphis, TN to the English condititon? An acquaintance has mentioned an area of south Memphis now referred to as ‘Little Iraq’...AND, rising assaults, burglaries, drug trade, murders, etc. A Jordanian, Sunni, Wahhabist cab driver in Memphis has told my acquaintance that Memphis is too violent for him and he is trying to get a job back in Chicago.

Figures on vehicle theft were particularly telling. In Britain, 1,330 vehicles in every 100,000 are reported stolen annually, compared to 166 in Croatia, 113 in Macedonia and just 90 in Albania.

I'm sure the Balkan locals being armed to the teeth has nothing to do with this disparity.

What a load. The U.S. has a much higher "income inequality" than Britain by any accepted measure, as the Euros are always quick to point out, and a much lower car theft rate.

Try burglery , rape , or theft in the Balkans. There a perp will get a surplus AK-47 stuck up his butt, with one trigger pull on full auto.

Thats why crime is low in the Balkans.

Count on it.

Interesting how different reporters come to different conclusions from the same report:

"The report said the trend of reduced crime is likely to continue, "since the region lacks the usual vulnerabilities that lead to crime elsewhere in the world: mass poverty, income inequality, runaway urbanization and large-scale youth unemployment."

The smuggling of drugs, guns and humans through the region is on the decline, although the Balkans remains the main transit zone for heroin destined for Western Europe, with about 100 tons estimated to pass through the region each year, Costa said.

Albania has the worst crime in the region and remains the "soft underbelly" of the Balkans for Mafia rings, Costa said. And still, the report said, "on average, Southeast Europeans are more likely to face demands for bribes than people in other regions of the world."

Costa urged countries of the region to strengthen the rule of law, and called on the international community, particularly the European Union, to provide the support needed to further reduce vulnerability to crime and instability in the region.

He said fighting crime in Kosovo remains a priority. Kosovo, which has been run by the U.N. since war ended there in 1999, declared independence from Serbia in February.

It also might have something to do with the justice system. In England and Wales there are just five judges per 100,000 citizens, the lowest proportion among the countries examined, the report pointed out.

LOL...leave it to the British to come up with that as a possible reason for rising crime rates, while ignoring the obvious.
