That's his strategy. As far as his campaign goes, they have plausible deniability in saying they haven't gone negative against McCain, they have just gone negative against Bush. In their logic it doesn't matter that every third sppech contains a phrase to the effect that McCain=Bush, the public understands what he means and they know it. Obama has a heck of an advantage and they are playing it for all it's worth. Anything anyone says about him is instantly examined through a microscope with a racial lens to see if they can spin it as a racist comment. If it's not racists, they simply accuse the other side of 'going negative'. It's a wonderfull strategy, and patently obvious. What is amazing is that the press is letting them get away with it.
