Biden announced that S243 The GLOBAL POVERTY ACT sponsored by SEN BARAK OBAMA is soon coming up for a vote, and it was placed on the legislative calender. NOW that has been known,but WHAT IS IMPORTANT is it contains a provision from the UN to BAN 'SMALL ARMS AND LIGHT WEAPONS' IN ALL NATIONS. THIS VIOLATES OUR SECOND AMENDMENT RIGHTS...and should Obama become President it could become enforceable by some idiotic laws of the dems. Please write your Senators and the President rejecting this bill, or go to the websie URL provided and fillout the form to give them notice to stop this.

Legislation would aim to cut extreme global poverty in half by 2015

WASHINGTON, D.C. - U.S. Senators Barack Obama (D-IL), Chuck Hagel (R-NE), and Maria Cantwell (D-WA) and Congressman Adam Smith (D-WA) today hailed the Senate Foreign Relations Committee’s passage of the Global Poverty Act (S.2433), which requires the President to develop and implement a comprehensive policy to cut extreme global poverty in half by 2015 through aid, trade, debt relief, and coordination with the international community, businesses and NGOs. This legislation was introduced in December. Smith and Congressman Spencer Bachus (R-AL) sponsored the House version of the bill (H.R. 1302), which passed the House last September.

“With billions of people living on just dollars a day around the world, global poverty remains one of the greatest challenges and tragedies the international community faces,” said Senator Obama. “It must be a priority of American foreign policy to commit to eliminating extreme poverty and ensuring every child has food, shelter, and clean drinking water. As we strive to rebuild America’s standing in the world, this important bill will demonstrate our promise and commitment to those in the developing world. Our commitment to the global economy must extend beyond trade agreements that are more about increasing corporate profits than about helping workers and small farmers everywhere. I commend Chairman Biden and Ranking Member Lugar for supporting this bill and moving it forward quickly.”

“Poverty, hunger, and disease will be among the most serious challenges confronting the world in the 21st century,” Senator Hagel said. “This legislation provides the President of the United States the framework and resources to help implement a comprehensive policy to reduce global poverty. It is the human condition that has always driven the great events of history. This is a responsibility of all citizens of the world.”

“Global poverty directly impacts our national security. We must rally private sector and government resources to eliminate extreme global poverty and to fight global disease.” said Senator Cantwell. “With more than 1.1 billion men, women and children throughout the world living on less than $1 a day, it is of the utmost importance to make sure these people get the help they need and push for sustainable economic growth. We need to do more to save lives in the poorest countries and extend our hand to people in need.”

“Global poverty is one of the greatest moral and security challenges facing the world today. Nearly 2.7 billion people live on less than $2 a day and close to a billion live on less than $1 a day. This bill represents a major advance in our effort to address global poverty. After introducing this measure in the House for the past several years, I am pleased to see the Senate Foreign Relations Committee take significant steps toward its final passage,” Congressman Smith said.

For years, America has committed to improving the lives of the world’s poorest people. In 2000, the U.S. joined more than 180 countries at the United Nations Millennium Summit and vowed to reduce global poverty by 2015. We are halfway towards this deadline, and it is time the United States makes it a priority of our foreign policy to meet this goal and help those who are struggling day to day.

The Global Poverty Act:

Declares it official U.S. policy to promote the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of cutting extreme global poverty in half by 2015.

Requires the President to develop and implement a comprehensive strategy to carry out that policy.
Includes guidelines for what the strategy should include - from aid, trade, and debt relief, to working with the international community, businesses and NGOs, to ensuring environmental sustainability.

Requires that the President’s strategy include specific and measurable goals, efforts to be undertaken, benchmarks, and timetables.

Requires the President to report back to Congress on progress made in the implementation of the global poverty strategy.

The legislation is supported by a broad range of groups, including Bread for the World, the United States Conference of Catholic Bishops, CARE, Oxfam America, Habitat for Humanity International, National Wildlife Federation, Sierra Club, United Church of Christ, Christian Church (Disciples of Christ), the Borgen Project, United Methodist General Board of Church and Society, RESULTS, Micah Challenge USA, and the Evangelical Lutheran Church in America.

Americans are among the most generous people in the world with over $300 Billion annually donated by the govt, private funds, grants, scholarships, medical aid, etc, but now this Obama commie muslim dog is exploiting our generosity and sucking out our money to the ungrateful world and then wants to disarm us from our guns in one fell swoop???

The bill number is S2433 with an extra 3. First off, I don't like Obama, nor would I vote for him. Period. Secondly, the UN is a threat to our 2nd Amendment rights, as is Obama.

Now that this is aside, this is a case of the boy who cried wolf where there is no wolf. The same people with dubious sources aka worldnet daily/newsmax, are saying this bill is a global tax and a gun grab. THIS bill does not do that.

Look it up and read carefully at Thomas.loc.gov

All this does is tell the president to issue a report on the UN's Millenium goals. I oppose this bill on spending grounds, but that's all it does.

a) Strategy- The President, acting through the Secretary of State, and in consultation with the heads of other appropriate departments and agencies of the United States Government, international organizations, international financial institutions, the governments of developing and developed countries, United States and international nongovernmental organizations, civil society organizations, and other appropriate entities, shall develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.

(b) Content- The strategy required by subsection (a) shall include specific and measurable goals, efforts to be undertaken, benchmarks, and timetables to achieve the objectives described in subsection (a).

(c) Components- The strategy required by subsection (a) should include the following components:

(1) Continued investment or involvement in existing United States initiatives related to international poverty reduction, such as the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (22 U.S.C. 7601 et seq.), the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.), and trade preference programs for developing countries, such as the African Growth and Opportunity Act (19 U.S.C. 3701 et seq.).

(2) Improving the effectiveness of development assistance and making available additional overall United States assistance levels as appropriate.

(3) Enhancing and expanding debt relief as appropriate.

(4) Leveraging United States trade policy where possible to enhance economic development prospects for developing countries.

(5) Coordinating efforts and working in cooperation with developed and developing countries, international organizations, and international financial institutions.

(6) Mobilizing and leveraging the participation of businesses, United States and international nongovernmental organizations, civil society, and public-private partnerships.

(7) Coordinating the goal of poverty reduction with other development goals, such as combating the spread of preventable diseases such as HIV/AIDS, tuberculosis, and malaria, increasing access to potable water and basic sanitation, reducing hunger and malnutrition, and improving access to and quality of education at all levels regardless of gender.

(8) Integrating principles of sustainable development and entrepreneurship into policies and programs.

(d) Reports-

(1) INITIAL REPORT-

(A) IN GENERAL- Not later than 1 year after the date of the enactment of this Act, the President, acting through the Secretary of State, shall submit to the appropriate congressional committees a report on the strategy required under subsection (a).

(B) CONTENT- The report required under subparagraph (A) shall include the following elements:

(i) A description of the strategy required under subsection (a).

(ii) An evaluation, to the extent possible, both proportionate and absolute, of the contributions provided by the United States and other national and international actors in achieving the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.

(iii) An assessment of the overall progress toward achieving the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.

(2) SUBSEQUENT REPORTS- Not later than December 31, 2012, and December 31, 2015, the President shall submit to the appropriate congressional committees reports on the status of the implementation of the strategy, progress made in achieving the global poverty reduction objectives described in subsection (a), and any changes to the strategy since the date of the submission of the last report.

Obama's record is bad and speaks for itself. There is no need to cry wolf with Obama on this, where there are already plenty of found wolves, like Kennedy's centerfire ban voted on in 2005, Obama's questionaire from 96 given to politico, and his state senate record. I don't support this bill from a spending perspective, but this isn't a global tax bill or gun grab bill. It's one of those do nothing bills so politicians can pat themselves on the back.
