How about also banning teachers for “mental assault” - if caught teaching politically correct but factually false bull squat?
Or, for teaching its okay for Mary to have two mommys..
Or, for teaching global warming is predominately man caused..
Or, for providing contraceptives or assisting with abortions without the parents knowledge or approval?
I could go on...... but to “fix the current” system, one would have to fire most of the teachers and administrators - bust the union and start all over....

Oh I made mistake. I misread the title “Bill would banish teachers who abuse (never to teach again anywhere in this country)” to mean “Bill Clinton would banish teachers who abuse (never to teach again anywhere in this country)”.

Note that we were all scandalized at the cases where abusive priests were moved from parish to parish. But since we're talking about teachers (who have double or triple the "abuse" rate of priests, and are more numerous), a measure like this would be obviously too draconian.
Now only if they would pass a similar bill for aliens who enter the country illegally...no citizenship, EVER.

Yes, if you’re thinking of maintaining the current system. However, there is an idea that our public, institutionalized, govt-controlled school system should simply be abolished. It would be chaotic in the short run, and replaced by private schools and home schools and group-neighborhood schools and church schools that would not be controlled by the leftist agenda and would cost much less to the taxpayer, even considering allowing large tax credits for each child. Public schools are a failure, we are so accustomed to them we don’t realize this is not necessarily the best way to educate our children.
A signed contract by the perp? I don't see how that's 'unconstitutional'.
