Kenya's cabinet 'soaks up 80pc of the budget'

Kenya's expanded new government will spend 80 per cent of the entire national budget on luxury vehicles, inflated salaries for ministers and general running costs, a local anti-corruption group claimed on Wednesday.

Of Kenya's annual budget of £5.4 billion, more than £4.3 billion will go on 93 ministers and their government's general running costs. Only £1.3 billion will be left for roads, schools and hospitals for Kenya's 38 million people.
President Mwai Kibaki's administration now boasts 43 ministries - up from 34 - in a deal with the Orange Democratic Movement, led by Raila Odinga, following the bitterly disputed election.
"It appears as if the government has ceased to have a development function and exists only to tax Kenyans and spend their money on recurring costs," said Mwalimu Mati, the director of the Mars Group, an anti-corruption body.
Of the 222 MPs, almost half now have government jobs. Cabinet members benefit from annual salaries exceeding £83,000 and numerous perks, including official cars and "entertainment" allowances of £600 per month.
Almost half of all Kenyans survive on less than 50p a day.

Odinga’s father, Jaramogi Ajuma Oginga Odinga, was a hardcore Marxist-Leninist revolutionary (see this article) who attempted to topple the government of Kenya on behalf of the Soviets and the Red Chinese.

Obamas bias for his fellow Luo was so blatant that a Kenya government spokesman denounced Obama during his visit as Railas “stooge.”
In June, 2007, Raila flew to the US, where he held talks with Senator Barack Obama, one of the candidates seeking the Democratic Party ticket to vie for the American presidency.
According to witnesses, the mob was mostly Kalenjins, Luhyas and Luos, the followers of Raila Odinga. They overran Kikuyu guards in front of the church and then pulled out cans of gasoline. There were no police officers around, witnesses said, and no water to put the fire out.
Most people escaped. But in addition to those killed, dozens were hospitalized with severe burns. Witnesses said most of the people hiding inside had been women and children.
The Eldoret area has become a killing zone. Residents say dozens of Kikuyus have been hacked to death, including four who were beheaded on Monday.

Oil industry sources say that one of the things that helped Raila make a quick buck in the oil business was a concessionary petroleum deal he struck with the Al Bakri Group where he was incorporated as a silent partner in the local arm of Al Bakri International.
Abdulkader Al Bakri listed as a defendant in the First Amendment Complaint suit brought by various insurance companies against al Qaeda and associated organizations and individuals. Within that suit is mentioned documents (known as the Golden Chain document) picked up by Bosnian police on a raid on a charitable front organization for al Qaeda in Sarajevo. One of the listed documents is the “Tareekh Osama” (”Osamas History”) in which Abdulkader al Bakri aka Abdel Qader Bakri gets a prominent listing.
So, when a man like Raila Odinga is linked with Abdulkader al Bakri, you are not making a minor connection, but one directly into al Qaeda.

Why does a cabinet member in AFRICA need $150k+/year in salary. That’d be like paying members of congress $10 million each/year. The cost of living in Africa is low, on a 150k/year salary, they could live in a modest apartment in NYC!
Rather, name any country run by communists or liberals that is 'well run'.

I was thinking the State Department should send a group to study the dynamics of Kenya’s governmental programs as a case study. Clearly, too much money is being left on the table by the frugality of our own Congress.
