If this is true, shouldn’t our State Department be sending foreign aid to make up the difference missing in the average Kenyan’s expected gov’t services?

I was thinking the State Department should send a group to study the dynamics of Kenya’s governmental programs as a case study. Clearly, too much money is being left on the table by the frugality of our own Congress.
