The last paragraph tells it all

"I don't ask questions," she said. "I don't call the police." No one does, she explained, not so much because the police are feared but because you will become a target yourself if you are known to have ratted out a criminal."

The people who live in these places are very tolerant of high crime. That's the main problem. The police will always be shackled because the local culture encourages people to not cooperate (even though there may be witness protection programs in place) under any circumstances.

Most cities could end gang violence tomorrow if the people elected leaders who would throw everything they had at the gangs. But until they do... it would probably wise to stock up on flak jackets.

Not surprisingly, gangs fester in the inner-cities and not in the countryside, where we could get a good shot at them.

Seems to me that the internet would be perfect for this sort of thing - set up an anonymous tip site, and let people give tips anonymously.

Of course, if the average IQ of the potential tipsters is down around 85 [which it will be], then it's gonna be mighty difficult for them to figure out how to navigate a website and enter data into it [seeing as how they will almost certainly be functionally illiterate].

And, quite frankly, with AA, I doubt that the average IQ of the officers assigned to investigate the cases will be a whole lot greater than 85, either.

That's the solution, more 'Programs'. /sarc

Of course, all these programs will be run by the local community race-pimps and at least their standard of living will be improved.

As Newt said in a recent speech, it is an intersection of bad culture and bad government. The left has always encouraged lawlessness by denying the legitimacy of the law. They encourage bad culture by denying the legitimacy of Western culture.

As a result, you get areas such as this and Detroit.

We are probably headed toward the “no go” zones of some European countries. The police will simply withdraw from these areas and they will be “self policed” according whatever code by the gangs themselves with justice being determined by the strongest.
