Just wondering then if the SCOUS denies the 2nd what will those states that allows guns do?Read the second link in comment# 1. They could organize their own militias and arm them with more than small arms, i.e. hanguns, rifles and shotguns. The National Guard is a federal organization that the feds lend to the governors when they're not activated for federal purposes.
It was a grass roots movement that organized in most states for shall issue concealed carry privileges. Alaska went from privilege to right like Vermont has always been. Wyoming got one house in its legislature to make it a right.

I'm wishing I were back up in New York State...dang, I miss a good honest snow, rather than "wintry mix" we get all the time down here.
Was looking at historical photos of the area recently, and it struck me how often there was snow way back when. (They are construction progress photos taken at regular intervals, so it's not just "hey, it snowed--take a pic!" sampling bias.) Even if there's nothing we can do about it, climate change can be irritating sometimes.
