YouTube Video Shows Man Tasered After Refusing to Sign Ticket

An internal police investigation is under way after a formal complaint was filed against a Utah state trooper who was videotaped Tasering a man who refused to sign a speeding ticket.

The officer's conduct has been called into question after a videotape of the incident was posted on YouTube.

The video, taken from a Utah Highway Patrol dashboard camera, shows Trooper John Gardner using a Taser on Jared Massey during a traffic stop on State Road 40 in Uintah County on Sept. 14.

Certainly.

Green dazzling lasers, brilliant light, sound and now even microwaves are being researched and implemented for personnel control.

Of course, people will bitch in 20 years when a cop flashes them with his “neuralizer”. Maybe then there’ll be 15 annual, incidental deaths and people will forget the “bad old days” of the taser.

Whatever the niceties of traffic stop procedure, the cop appeared to me to be a belligerent bully rather than a polite public servant. This type of officer gives the others a bad name. When I watched the video, I was shocked that the officer was so aggressive. I was raised to respect and help police, but this guy raised my hackles.

This guy is not a cop, he’s highway patrol. Most cops have brains, most highway patrolmen are morons. This hwp guy was a moron.....his victim was stupid. So the real question is, should you be tased by a moron because you were stupid?

True, but had I been a jerk, I’d have gotten screwed both times.

First cop appreciated the fact I wasn’t an A-hole and even told me he would see what he could do for me as he walked back to write the ticket.

The 2nd cop has my admiration for being a good guy. He pulled my son a few months earlier doing the exact same speed in a 65 with and expired tag and inspection. This time he was a bit intimidating, implying my tattoed,ear plugged, skinhead kid with stickers all over his car had been smoking dope. He ranted about it for a minute or so and when my son was allowed to speak he told the guy “officer, I make A’s and B’s at college, I’m on my way home to see my dad and I’m not stupid enough to jeopardize my future by doing drugs.”

The cop gave him a warning ticket.

I’ll agree that it’s a safer bet to argue wether the cop was courteous, or even patient, vs. wether the taser was the tool of choice for this situation.

You can see on the video that the only jump is while the cop is writing the ticket.

I can't tell from where I sit, since YouTube keeps pausing.restarting.... I guess they're rather busy.

This cop was a moron... How bout pointing your taser and saying “I’m arresting you if you don’t sign the ticket?”

Jerk.... enforcing a money-making speed trap.

That said... the target was stupid.

The officer pulls out his taser gun AT THE SAME MOMENT that he starts to instruct the man to “turn around put your hands behind your back”. Look at the video at 2:20 carefully.

Officer didn’t even give the person a chance to comply with the arrest before pulling out his weapon!

And who is at fault if the guy fell into traffic and was killed or permanently injured during this stop?

If an officer of the law tells your that you are under arrest, are you going to ignore him, turn your back on him and walk off????

Let's put it another way. If I'm a cop and I pull you over and you begin to act irrational and agitated and I tell you to freeze, put your hands behind your back and then you ignore me, continue to mouth off and attempt to walk back to your car (at this time, because of your behavior, I have to assume that you're up to no good), then I'm going to either a) Taze you or, b) pop a cap in your ass.

What would you have had this cop do? Just stand there and let the guy walk off and perhaps retrieve a gun and get his ass shot?

If so, are you a stupid?

The only mistake I could see was the speeder didn’t accept the second tasering the cop offered him with the cuffs on in front of the camera. But somehow, I don’t think the cops idiot supervisors would get that either.
The cop also had no idea what to do with the terrified wife, along with the fact that he was stupid enough to taser her husband in front of her, so he leaves the speeder standing out there to further inflame both.
Basically what we have is a coincidental idiot speeder pulled over by an idiot cowardly cop.

Or the other choice was tell the guy to drive more safely, turn in the ticket without the signature on it, and go on about his business. And let the court issue a warrant if the guy didn’t pay the ticket. But that wasn’t an option for this powertrip guy.

Incorrect. Watch the video again.

The officer begins pulling out his taser at the same moment that he first orders the man to "turn around put your hands behind your back".

Officer was ITCHING to taser the guy.

The whole problem with this whole deal... is that while the cop is screwing around with this guy, hauling him to jail, etc etc.... real crimes are being committed at this very same moment somewhere in his jurisdiction. Instead of patroling and looking for a way to prevent serious crime, they’re stopping some family and writing them a speeding ticket, without even knowing how fast they were really going.

What video did you watch? That trooper was calm and professional.

I don't know if you know any cops or not, but if you do and even if you don't, you should sign up to ride with a cop some time.

That might be a sobering experience for you.

No he was Canadian, so I offered to speak French to make him feel at home. My Chinese is not up to par, so for that stop I had to call a local restaurant.
