"Under the new law, suspects can be arrested for beckoning passers-by with conversation, attempting to stop traffic by waving their arms, circling an area in a vehicle or trying to stop pedestrians. An arrest can also be made if a suspect asks if a potential prostitute or patron is a police officer."

Land of the Free?
How about being arrested for imagining waving your arms??

Not any worse than every cop in California now peering into any car with a smoker trying to see if any passengers are minors.
The politicians need to realize that not every problem is solved by passing a law, and that privacy and self expression are important.

An arrest can also be made if a suspect asks if a potential prostitute or patron is a police officer. Will last until the very first court challenge.

We need to make stupidity illegal, although then we’d need more jail space to lock up all the politicians.

"The offense must occur in a public place known to police as a high-crime area, and must be committed by someone who has been convicted of a prostitution offense within the past two years." Unless you have a conviction of a prostitution offense within the last two years, you can go there and wave your arms.

Won't happen. Not until the shooting starts. And then, unfortunately, it'll be far too late for the politicians to realize ANYTHING...

And what is the definition of a "high-crime" area? Is the definition so specific that one can go a find it on a map? Are the exact blocks and sides of the street listed?
Also, if a police cruiser is driving by and sees someone waving his arms, how does he know that that person was convicted of a prostitution offense in the last two years?
Once he goes up to the person he might be able to look up the info on his computer, but then he might need to arrest the guy and bring him downtown and hold him until the info is retrieved.
This is way too vague and silly and slippery.

...must occur in a public place known to police as a high-crime area... Whew! That's a relief!
"Well no your honor, it wasn't a place known by us to be a high-crime area." LOL, the day I see this admitted, the world will come to an end.
Honestly, folks, I'm not in favor of participating, but let's let these consenting adults do what they want. Lets get them off the streets, regulate it, make sure they have regular check-ups, and tax the carp out of it.
Why are we trying to stop something that nobody has found a way to stop in something like four thousand years that we know of?

An arrest can also be made if a suspect asks if a potential prostitute or patron is a police officer. I figure the way to safely solicit a "pro" is to ask her to do your laundry for $x/hour. After all, if she's willing to do what pro's do for the same amount, then she should be delirious to do a load of laundry. (Why do I think this is not the case, and what would that mean?)

That always gets my attention.
With that said, it seems the communist are in control here when they start limiting free travel.
The government is scary.

Yes you are right. Taxes are bad and I don’t like to advocate for them. In this instance there is reason to do so. If we’re going to demand people run decent establishments free from disease and criminal enterprise, we need to have some sort of funding for the inspectors.
This may rub you the wrong way, but it would be a vast improvement over what is taking place now.

I'm not rubbed the wrong way, just saying.. Everyone who social engineers or seeks to manipulate markets through taxation thinks they have a good reason so to do. But they don't.
