Not any worse than every cop in California now peering into any car with a smoker trying to see if any passengers are minors.
The politicians need to realize that not every problem is solved by passing a law, and that privacy and self expression are important.

"The offense must occur in a public place known to police as a high-crime area, and must be committed by someone who has been convicted of a prostitution offense within the past two years." Unless you have a conviction of a prostitution offense within the last two years, you can go there and wave your arms.

An arrest can also be made if a suspect asks if a potential prostitute or patron is a police officer. I figure the way to safely solicit a "pro" is to ask her to do your laundry for $x/hour. After all, if she's willing to do what pro's do for the same amount, then she should be delirious to do a load of laundry. (Why do I think this is not the case, and what would that mean?)
