JOHNSON CITY, Tenn. An undercover investigation into public sex in Johnson City parks has led to the arrest of 40 men in two weeks.
"Our parks are for family use. People should not be exposed to this while they are out there with their family or trying to enjoy the walking trails," Johnson City Police Chief John Lowry said. "They are not built nor maintained for sexual activity, be it homosexual activity or heterosexual activity."
The investigation in the Winged Deer and Buffalo Mountain parks began after police received complaints from the public.
"Part of this took place off the paved trails. There's a thing out there (at Winged Deer Park) they've evidently termed the 'Man Cave,"' Lowry said. "It's a good way off the paved trail. It's underbrush that's grown up and resembles a cave."
As part of the investigation, undercover officers would strike up conversations with men approaching a trail leading to the Man Cave. Some of those conversations led to proposals for sex and several men exposed themselves or groped the officers, police said.
The suspects from Tennessee, Virginia and North Carolina ranged in age from 26 to 85.

ROTFLMAO! Well, there's been a lot of Ron Paul activity on the ETSU campus, but it's mostly anti-war moonbat kids who don't realize that Ron wants to do away with all those federal programs. I can’t answer that. I don’t actually keep up on the day to day activities in JC even tho it is only 20 miles away.
I think the city doesn’t want to act because they don’t want to allianate them. There seems to be an official position of tolerance so long as things don’t get out of hand. Periodically we do hear of some action but to me that means something got out of hand. I was under the impression the problem was limited to the Buffalo mountain Park that is remote and although ok for picniking is mostly a mountain with good hiking trails.
There was a particularly gruesome knife murder there resulting from a queer lovers quarrel that received wide coverage and promises to crack down. Apparently when the heat was off, things reverted to normal.
Winged Deer seems to be a different story. It is close in on the lakeside, draws lots of people to various events including students who come for nature lessons. I think that the officials couldn’t stomach the activity at the crown jewel park.
