Threat Matrix: September 2007

:::FreeRepublic's Threat Matrix:::
The Birth of al Qaedastan

In the year 2016, the world may find itself gloomily marking September 6 as the tenth anniversary of the creation of the Islamic Emirate of Waziristan. The Emirate received de facto recognition when the Taliban used the name on the ceasefire agreement they signed with Pakistan on that day in 2006. If things go terribly wrong in the coming decade, they could come to rule a mountainous fragment of Pakistan and Afghanistan.

The Emirate would be a nightmare state: Osama bin Laden as sultan, Ayman al Zawahiri as vizier, and Mullah Omar the spiritual leader. An economy built on smuggling and heroin. Primary export: terrorism. Welcome to ‘Al Qaedastan’.

Analysts say the rise of a terrorist state straddling the rugged area between Pakistan and Afghanistan is now viable. The reason is a number of troubling trends. One, the revival of a Taliban firmly in the control of Al Qaeda. Two, the seeming inability of either Kabul or Islamabad to defeat the new threat militarily. Three, and the most striking, the Taliban’s systematic supplanting of the traditional tribal leadership in the area. Full story...

The reason they can’t is because it won’t be a surprise.

And in the land that harbored OBL, the past 6 years have not been good to the Taliban or AQ, as the following indicates:

http://www.strategypage.com/qnd/afghan/articles/20070911.aspx

September 11, 2007: The Taliban offered to begin negotiating with the government. In Afghan parlance, that’s the Taliban way of saying they are defeated and want to discuss peace terms. Over the past few months, Taliban attacks have become increasingly desperate, and bloody. But most of the dead have been Taliban. The only “successful” attacks have been those using suicide bombers, and these kill mostly Afghan civilians.

Opinion, these guys keep waling that they are a threat and nothing happens. Leads us to believe they are inept. If they expect people in the free world to take them serious, then they have to stop at some point with the pro panda crap.

GlobalIncidentMap.com Special Notice: 09/11/2007

We have received a request from a federal law enforcement individual to make the following public request (paraphrased)...

Over the next two to three weeks, citizens should be especially vigilant in noticing and reporting suspicious activity, particularly suspicious surveillance of federal buildings, law enforcement locations, or non-tourist locations such as critical infrastructure (Dams, bridges, airports, railways, power facillities, ports, military bases and recruiting locations, etc)

Instances of suspicious photography, videotaping, suspicious individuals taking notes or drawing sketches of the above locations, or individuals seen to be observing security procedures at the above locations - should be reported immediately to your nearest FBI office or other local authorities. These individuals may not look like what you think a terrorist looks like, for example they may intentionally disguise themselves.

In short, if you see activity that you believe is suspicious, at a location that might be of interest to terrorists, report it immediately. Thank you.

Spy chief worries about sleeper cells
Sept. 11.2007

WASHINGTON — National intelligence director Mike McConnell said Tuesday that U.S. authorities are worried about "sleeper cells" of would-be terrorists inside the United States and are remaining vigilant against any new attacks.

On the sixth anniversary of the attacks that killed nearly 3,000 people in New York, Washington and in western Pennsylvania, McConnell also said plots against the United States have been thwarted. But he said there can make no safety guarantees. "We're safer but we're not safe," he said in an interview on ABC's "Good Morning America."

McConnell said that Osama bin Laden's al-Qaeda terrorist network "intends to have an operation in the United States that will result in mass casualties." "We have stopped some efforts and we must stop all efforts. We're not sure we can stop 100% of them," he said.

Russia tests world's most powerful non-nuclear air-delivered bomb
09/11/2007

The Russian military has successfully completed tests of the world's most powerful non-nuclear air-delivered bomb. Channel One television said the new ordnance, nicknamed the "dad of all bombs" is four times more powerful than the U.S. "mother of all bombs."

"The tests have shown that the new air-delivered ordnance is comparable to a nuclear weapon in its efficiency and capability," Alexander Rukhsin, a deputy chief of the Russian military's General Staff, said in televised remarks. The statement comes amid the Kremlin's efforts to restore Russia's global clout and rebuild the nation's military might. The U.S. Massive Ordnance Air Blast, nicknamed the Mother Of All Bombs, is a large-yield satellite-guided, air delivered bomb described as the most powerful non-nuclear weapon in history.

School Bus Terrorism Threat
September 10th, 2007

Would you recognize a new face sitting in the drivers seat of your child’s school bus? Do you give any thought to the person who picks up your child and transports them to school and back home each day? If not, you might want to start.

School Bus Terrorism – A Practical Analysis
Chris Dorn has a complete analysis of the threat.
In this paper I will discuss one specific aspect of terrorism: attacks including school buses as targets or weapons. I will assume a basic knowledge of terrorism and terrorist groups. Thus I will not discuss in detail the motivations or specific tactical movements of terrorists. I will be dealing in strategies and methods that apply to anti-terrorism in a particular area.

According to Nancy Rubin, spokesperson for JaxPort, the original threat did not mention a specific facility being threatened. Authorities have a security plan into place. It's no different from any other day according to Rubin.

JaxPort swept all their facilities and found something on Blount Island. Employees at Blount Island then found something that made them call the JSO bomb squad. We have a crew on the scene and will continue to update you with information as it comes in.

Bin Laden son Hamza rises to al-Qaida cause
September 11, 2007

ON THE sixth anniversary of the 9/11 tragedy, Osama bin Laden remains free -- but he could now be joined in his campaign by his son, Hamza. Militant sources say while bin Laden's whereabouts are unknown, Hamza has recently come to the tribal belt, the al-Qaida stronghold on Pakistan and Afghanistan's border.

The news came from a militant who was formerly in one of bin Laden's camps before 9/11 and maintains links with groups affiliated with him. Referring to bin Laden by his nom de guerre of "sheik," he said: "Sheik's own son, young Hamza, is now here and he is among friends.

"No one has any idea where bin Laden is. "Two-and-a-half years ago he was in (Afghanistan's eastern province of) Kunar and we do not know where he is now."

Hamza, bin Laden's second son and still in his mid-teens, is thought to be taking a senior role in al-Qaida's growing guerilla network in Afghanistan. Bin Laden is believed to have 27 children. His first son, Saad, in his late 20s, is also playing a key role in al-Qaida.

Fresh strand to September 11 plot discovered in German city
11 September 2007

Berlin - A child attending kindergarten in a poor city in Germany uncovered a previously unknown strand in the September 11, 2001 plot, a German broadcaster said Monday. The boy, aged 5 at the time, overheard Arabic-speaking men gloating about the attack in advance and told his kindergarten teacher on September 10, a day before the terrorist attacks, WDR said in a radio special.

Three Arab students attending university in the German city of Hamburg had been recruited by the al-Qaeda terrorist network as suicide pilots for the attacks on New York and Washington. Investigators claim five other Hamburg students were in the know. WDR said the new disclosure showed young men in another city were also aware in advance of the attack.

Authorities in the German state of North Rhine-Westphalia dismissed the radio report, saying police had thoroughly reviewed the evidence in the year after the attack and did not consider it important. "We don't think the history of September 11 has to be completely rewritten because of this," state interior ministry spokesman Ludger Harmeier told Deutsche Presse-Agentur dpa.

The broadcaster said the evidence came from Duisburg, the tough German city which was in the headlines in August when six people were shot dead in an Italian gang feud. Giving the child the cover name Mustafa, WDR said he was attending Koran school when he heard the men in another room at the mosque speak of an aeroplane crashing into a building and killing many people. The boy told the kindergarten teacher, who thought it was childish babbling. She did not tell police till the next day, after the attack. WDR said men at the mosque, including the boy's father, knew the Hamburg plotters.

In an "internal report," police had identified some of the men overheard by the boy. WDR linked the men to Mohamedou Ould Slahi, a Mauritanian who was currently prisoner number 760 at the US detention camp at Guantanamo on Cuba. The broadcaster said student Ould Slahid had registered a company in Germany in 1998 as a front to transfer al-Qaeda funds, was involved in other plots at the time and recruited two of the hijack pilots in 1999 in Duisburg. It said he had returned to Mauritania in mid-2001, before the conversation was overheard, and was later arrested there and extradited to US custody.

Bin Laden Video Calls For More Jihadists, Testament of 9/11 Hijacker
September 11, 2007

A new message from Osama Bin Laden has been received, in which he praises the 19 9/11 Jihadists and calls for additional Muslims to become Jihadists. Reuters reports that a "U.S. intelligence official said the voice appeared genuinely to be that of bin Laden."

Laura Mansfield reports that the video is entitled "The Wills of the Heroes of the Raids on New York and Washington. The Will of the Martyr (as we see him) Abu Mus'ab al Shehri With a forward by Sheikh Osama bin Laden, may Allah protect him". Laura Mansfield's web site provides a excerpt of the video.

SITE Institute reports that the video/audio message is 47 minutes, and opens with a still image of Osama Bin Laden from the September 7, 2007 video "The Solution". SITE reports that Bin Laden introduces Waleed al-Shehri, describing his motivations for being among those who "penetrated the most extreme degrees of danger" of the "19 champions".

In the new video, AP reports that Osama Bin Laden praised al-Shehri, saying he "recognized the truth" that Arab rulers were "vassals" of the West and had "abandoned the balance of (Islamic) revelation."

AP also reports that the Bin Laden audio message states:
"It is true that this young man was little in years, but the faith in his heart was big. So there is a huge difference between the path of the kings, presidents and hypocritical Ulama (Islamic scholars) and the path of these noble young men," like al-Shehri, bin Laden said. "The formers' lot is to spoil and enjoy themselves whereas the latters' lot is to destroy themselves for Allah's Word to be Supreme. It remains for us to do our part. So I tell every young man among the youth of Islam: It is your duty to join the caravan (of martyrs) until the sufficiency is complete and the march to aid the High and Omnipotent continues."

Reuters reports that the video includes the "will" of the 9/11 Jihadist Waleed al-Shehri: "Hijacker al-Shehri was shown wearing white robes in the video by the network's production arm as-Sahab, which superimposed him on a backdrop featuring a model airplane and an image of New York's burning Twin Towers. In his testament, he quoted part of the Muslim holy book, the Koran, which he believes commands Muslims to fight infidels."

AP reports that the video shows 9/11 Jihadist Waleed al-Shehri, addressing the camera and warning the U.S.: "We shall come at you from your front and back, your right and left."

Reuters also reports al-Sheri as stating: "The difference between us and you -- O cowards -- is that you fear death and are frightened by it, whereas we hope for it and seek it in God's path."

SITE Institute also reports that on the video: "Shehri speaks on the condition of Islam during his time, arguing it one of depravity and able to bring one to tears 'in view of the weakness, humiliation, scorn and enslavement it is suffering because it neglected the obligations of Allah and His orders, and permitted His forbidden things and abandoned Jihad in Allah’s path.' Legitimacy of jihad and suicide bombings in particular for the Cause of Allah are at the focus of his will, Shehri describing the American presence in Saudi Arabia as among the 'chief causes' of Islam’s misfortune and the jihad against them as the 'most obligatory of obligations'. To America, Shehri speaks of its being in Saudi Arabia: 'you shall expelled from it, humiliated and subdued and dragging behind you the tails of defeat and remains of those killed. And how could we desire anything other than your killing, when our lord ordered us thus'."

“Series of bomb threats at McAllen airport linked”

Jeremy Roebuck
September 10, 2007 - 4:43PM

ARTICLE SNIPPET: “McALLEN — Three recent bomb threat hoaxes against McAllen-Miller International Airport, including one Monday afternoon, originated from the same location in northern Mexico, authorities said.

The latest incident, which occurred just after 4 p.m., forced passengers and airport employees out into the parking lot while bomb-sniffing dogs swept the terminal. All arriving and departing flights were delayed for more than 30 minutes.

Police say airport officials received an e-mail written in Spanish claiming one bomb was hidden inside the terminal and another was set to go off aboard a Continental Airlines flight arriving from Houston.

“We cleared the building and determined that there was no danger,” city police Chief Victor Rodriguez said. “But we take all threats like this very seriously.”

Monday’s scare was the third threat made under similar circumstances in the past two weeks. No explosives have been found in any of the incidents.

The first, which occurred via e-mail Aug. 31, shut down the airport for more than an hour and stranded three commercial flights on the runway. Emergency responders evacuated the terminal once again on Friday after another e-mail hoax.

FBI agents traced the messages to a city along the Texas-Mexico border within hours of the first threat, but have not yet identified a suspect or motive, according to sources close to the investigation who asked they not be identified because they were not authorized to publicly speak about the case.

Investigators have since pinpointed the exact location but would not name the city from which the e-mails were sent. “

You’re welcome to both of you. I thought it interesting that the authorities felt the need to specifically ask for citizens to stay alert. Something that should be a given, yet, they felt the need to point it out, at least for the next 2-3 weeks. Hmmm.
