I was walking through Wal-Mart this evening with my 9-year old son picking up some groceries. When we were all done, we went to the magazine section just prior to checking out. While I was standing there, I saw a young man of about 25-30 years old walking toward the register next to the magazines. Something struck me as odd, and I finally realized that it was his pants - they were down around his mid-thigh, so that his boxer shorts were fully exposed.
The next thing I noticed, and I will forever rue the day that I saw this, was that his boxer shorts were wide open in the front. I'll leave the rest up to your imaginations, since, sadly, it was a reality for me.
I am not normally the type to complain about things, but I felt this was necessary, so I went to the Customer Service counter and told the girl about what I saw. She looked at me with wide eyes, and promptly did NOTHING.
I then went out the door, and I stopped and told the greeter at the door that there was this situation and that I'd told the customer service girl and she had done nothing. The greeter told me that it was probably because Wal-Mart's policy doesn't allow employees to say anything to a customer that the customer might deem offensive. I said, "But this man is exposing himself in your store. That is against the law. It's not a matter of insulting him - you should be having him arrested."
I got the wide-eyed look again and more of the inaction the customer service girl gave me.
Then, in the parking lot, I saw a police officer. I tried to flag her down, but she drove right by me.
The question is, what more should I / could I have done?
Bonus Question: What fact is this narrative leaving out that you are just begging for?
How about, “Wow! That looks like a d*ck, only smaller!”
If only you had pepper spray on you. He could have had a hot time.

Ok, but still I have never witnessed anything like what you describe. If true it still will represent a miniscule % of their many 1000’s of locations here and worldwide.

Thanks. I would imagine that the laws governing such activity would be different in just about every state. That’s why I suggested it would be important to read up on the laws in home states.
Perhaps it was a lousy idea. I just can’t believe that this guy could get away with what he did.
I remember when a streaker flashed the Oscar awards back in the early 1970s. David Niven was on stage at the time and in his calm, British tone remarked.
“It takes quite a man to expose his shortcomings for all the world to see.”
I’m reminded of that line in situations like these.

Don’t get me wrong—I’m the Queen of Wal-Marts. You could ask my husband. When planning out a road trip, I plot out the Wal-Marts on the way. Instead of running over their merchandise with my cart, I put it back on the shelf. I always make sure my family and I take a couple of carts in from the parking lot when we go into the store. I often think I just need to get a job there and get paid since I’m there so much and with as much straightening of the store I do while I’m shopping. Unfortunately, I live in an area where there are some unsavory Wal-Marts. I don’t think it has so much to do with Wal-Mart, but more to do with the people that frequent it. If I go to a better area, I get a better Wal-Mart.
Most cell phones have camera/video function. I’d have recorded it.

Indecent exposure is usually a misdemeanor and does not require the convicted to register as a sex offender.
In many places it is considered a form of sexual assault, and exposure to a minor is almost universally considered to be a felony.
Where are these places?

Actually since you made the first completely unfounded and far more difficult to prove assertion, "Indecent exposure is usually a misdemeanor and does not require the convicted to register as a sex offender", the burden of proof is actually on you to show that it is a misdemeanor in the majority of localities AND that they don't have to register as sex offenders.
