I'm a firm believer that editors and headline writers create conscious (and sometimes unconscious) messages in their headlines.
This story is not about Iraq. But the headline shows a surge benefiting the Republican in the coming election.
This is not an accident. The media knows what's going on in the war.

And she’s only leading Fred by three points.
I’m going to make a bold prediction. I know it’s still early, but I do not see any scenario in which the Democratic candidate can win. Hillary’s unpopular, Barack’s an extremist dolt, and don’t get me started on Edwards. The only questions left in my mind are: 1) Who will be the Rep. nominee? and 2) How much will he win by?

The diving stock and credit markets will probably help Republicans, and especially Giuliani and Romney, both of whom are rightfully seen as well-versed in domestic economic/financial matters. For most people, hanging on to their homes is a more urgent priority than getting free (or any) health insurance. And most can also figure out that any attempt by Hillary or another Democrat President to set up a nationalized healthcare system is a very long-term proposition.
