British Intelligence: Al-Qaida Expanding

British intelligence officials said they believe that al-Qaida has a secure base in Pakistan's Waziristan region and is planning terrorist operations.

The group is reaching out to Muslims in North Africa, The Telegraph reported. Last year, the Salafist Group for Preaching and Combat, an Algerian terrorist group, merged itself into al-Qaida, a move announced by Osama bin Laden's chief lieutenant, Ayman al-Zawahiri, in a tape promising action against the "apostates" in the Algerian government and "the treacherous sons of France."

Al-Qaida is also believed to be planning expansion into Lebanon and Syria, the newspaper report said.

Last night police, who confirmed a definite link between the two incidents, were searching for the drivers amid fears the suspected terrorist may be part of an organised cell of extremist Muslims - which typically number up to five people. There was also widespread concern that other devices may have been planted, although police said they had no such intelligence.

However, London Mayor Ken Livingstone today said that people would be “completely safe” on the streets of the capital this weekend and he did not expect significant disruption to major events.

He praised Londoners’ ability to keep the threat from terrorism in perspective and continue with their normal lives. Today’s Gay Pride in central London, expected to attract up to 500,000 people, is to go ahead as planned.

The attempted attacks come at the height of the tourist season with Wimbledon in full swing and on the weekend of the Diana Memorial Concert at Wembley. They appear timed to coincide with Gordon Brown’s arrival as Prime Minister and came two years after the July 7 attacks on London. The row over Salman Rushdie’s knighthood may also be a factor.

Hours before the bombs were found, a message appeared on the internet, in the al Hesbah chat forum, a Sunni website frequently used by al-Qa’eda and the Taliban to disseminate propaganda. It read: “Today I say: rejoice, by Allah, London shall be bombed”. It attacked the author’s knighthood. “We, and the whole world has seen what Britain has done ... their intention to honour Salman Rushdie who insulted and slandered Islam.”

Security was stepped up at Parliament and extra patrols put on the streets in key areas of central London and across the capital as officers searched for other devices. Several theatres are situated within the security cordon and were waiting last night to see if they could open their doors. Commuters also faced severe problems getting home.”

ARTICLE SNIPPET: “Police were last night hunting a suspected al-Qaida-inspired terrorist cell after the discovery of two “Iraqi style” car bombs, which UK officials said were designed to cause mass murder. One was outside a London nightclub, and a second nearby.

Only luck and probable faults in the bombs’ construction meant that the first device, inside a metallic green Mercedes, could be disarmed, while the second, in a blue Mercedes 280E, failed to explode. Police say both were capable of causing severe casualties and were intended to have been detonated remotely, most likely by a mobile phone.

Counter-terrorism officials said the first device - made up of 60 litres of petrol, several propane gas cylinders, nails and a detonation mechanism - was similar to those used by al-Qaida in Iraq.

The second car, containing similar lethal materials, was given a parking ticket at 2.30am before being towed to a car park in Park Lane, central London.

Scotland Yard said the attempted attacks were linked. Counter-terrorism officials were last night fearful of further attacks, and were candid about the limits of how much they could know about the scale of the threat.”

MADRID: Spain’s Interior Ministry said Friday police had arrested a Moroccan man in Barcelona suspected of having links to Al-Qaeda, three days after three other Moroccans were detained for the same reason. The ministry said the man arrested Friday was “presumed linked to the Al-Qaeda cell dismantled this week.” The ministry had said the men arrested Tuesday were suspected of recruiting people to send to jihadist training camps in Africa. Morocco is seeking the trio’s extradition, the ministry said, adding they were thought to belong to an Al-Qaeda group which claimed responsibility for more than 30 deaths in attacks in Algeria. Al-Qaeda-linked fighters are being trained in countries in the Sahel region such as Mali, Mauritania and Niger.
This week’s arrests follow an investigation launched in 2005 after Morocco dismantled a militant network with branches in Spain. The Algerian-based Salafist Group for Preaching and Combat changed its name late last year after it rebranded itself the North African branch of Al-Qaeda.

Worldwide Caution

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated October 11, 2006 and expires on October 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. The bomb attacks targeting buses carrying foreign workers in March 2007 and December 2006 in Algeria, a series of bombings in Thailand in May and September 2006 that targeted commercial and tourist destinations in the far south, and the bombings in the the Egyptian resort town of Dahab in April 2006 all illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the vehicle-based suicide attack on an oil facility near Mukalla and Marib in Yemen in September 2006 and the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 are such examples.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov .

NAIROBI — A North Korean-flagged freighter has gone missing off the Horn of Africa coastline after last being spotted seven weeks ago, a Kenyan maritime official said Friday.

The MV Sea Prince was last seen loading cargo in Djibouti port in May, Andrew Mwangura, of the Kenyan branch of the Seafarers’ Assistance Program, said.

“On May 11, it was spotted loading 2,400 tons of cereals in Djibouti port and was headed to the Somali ports of Berbera and Bosasso. Since then, it has gone missing and we have not heard any word from the captain or the owners,” Mwangura told Agence France-Presse.

“Efforts to contact its managers in Ukraine have been unsuccessful,” he added.

Mwangura said information on the missing freighter had been handed over to the US Navy patrolling the Horn of Africa, diplomatic missions in Nairobi and the International Maritime Bureau Piracy Reporting Centre.

Four vessels — one from Taiwan, another from Denmark and two from South Korea — are already currently in the hands of pirates off the coast of war-torn Somalia.

The International Maritime Bureau, based in Malaysia, has reported at least seven pirate attacks this year off Somalia’s 3,700 kilometers (2,300 miles) of unpatrolled coastline.

Pirate attacks stopped in the second half of 2006 during six months of strict rule by Islamists, who were ousted by Ethiopian and Somali government troops at the end of the year.

Somalia, which lies in a strategic position at the mouth of the Red Sea, has been without an effective government since the 1991 ouster of dictator Mohamed Siad Barre sparked a

A burning car has been driven into the terminal building of Glasgow Airport in Scotland, police confirmed on Saturday.

Police and witnesses described an SUV-style vehicle in flames being driven at full speed towards the building.

The incident comes with the UK already on alert for terror attacks a day after two cars loaded with explosives were discovered in London.

An eyewitness at the airport speaking to a British TV network said there appeared to be injuries. Images showed black smoke and flames rising from the vehicle just outside the building. Sirens could be heard in the background.

A witness told Sky News that a man had fled from the car as it struck the building and been immediately wrestled to the ground by police.

“The jeep is completely on fire and it exploded not long after. It exploded at the entrance to the terminal,” one witness, Stephen Clarkson, told the

Two men were arrested at the scene, and one of whom was taken to the hospital, Strathclyde Police spokeswoman Lisa O'Neil said in Glasgow. Sky Television News later reported that the Royal Alexandra Hospital was later evacuated.
