I don't know if you have read the staff monographs to the 9/11 Commission Report...but when it came to the 1993 World Trade Center attack the 1986 Amnesty Bill was a big help...to terrorists.
9/22/92 Salameh submitted a fraudulent Seasonal Agricultural Worker (SAW) application attempt to become a legal permanent resident. He claimed that he planted tomatoes, weeded and picked green beans for Oak Valley Farms in Crawford, Texas.
1987 Abouhalima applied for amnesty under the Special Agricultural Program (SAW) program claiming that he worked seven months on a South Carolina farm. There were indications that this claim was fraudulent, namely that Abouhalima was in New York and never worked on a farm. Nevertheless, he received his legal permanent resident alien status (green card).
7 Kansis roommate, Zahed Ahmad Mir, was visited by law enforcement authorities after the CIA attack and permitted the police to seize two handguns and magazines for the AK-47 believed to be used by Kansi in the shooting. Mir was later arrested and convicted of fraud for his application for amnesty under the Seasonal Agricultural Worker (SAW) provisions of the Immigration Reform and Control Act of 1986. This provision permitted illegal aliens who had engaged in seasonal agricultural work for at least 90 days to apply for amnesty and receive legal residence in the United States. Mir falsely asserted on his SAW application that he entered the United States in 1985 and picked watermelons, cantaloupe and assorted other crops for a farm in Georgia. See DHS document, immigration file A93 001 385.
12 The petitioner on his behalf, Lee Artis Breedlove, a Florida farm owner, claimed to have employed Abouhalima and others. Breedlove pled guilty in federal court to issuing 260 fraudulent employment records used by aliens in their SAW applications.
Once terrorists had entered the United States, their next challenge was to find a way to remain here. Their primary method was immigration fraud. For example, Yousef and Ajaj concocted bogus political asylum stories when they arrived in the United States. Mahmoud Abouhalima, involved in both the World Trade Center and landmarks plots, received temporary residence under the Seasonal Agricultural Workers (SAW) program, after falsely claiming that he picked beans in Florida.7 Mohammed Salameh, who rented the truck used in the bombing, overstayed his tourist visa. He then applied for permanent residency under the agricultural workers program, but was rejected.8
9/30/87 Abouhalima filed for and received temporary residence under the Seasonal Agricultural Worker (SAW) program claiming to have picked beans in Florida. This program involved 1.3 million applications from aliens claiming to have worked for at least 90 days in agriculture from 1985 to 1986.
262 The SAW applicants had to provide evidence that they had worked on perishable crops for at least 90 days between May 1, 1985, and May 1, 1986; their residence did not have to be continuous or unlawful. Nearly 1 million illegal aliens had received legal permanent residence under SAW, twice the number of foreigners normally employed in agriculture.

You got that right. Anybody have a transcript? Dominici was accusing the bill's opponents of not having read the bill, and claimed that none of the amnesty would take effect until all of the triggers were satisfied, but the triggers section has an exception for 601(h):

(I heard that another party [maybe our friend Michael Savage?] complained [to ABC?] about the list of stations and times shown previously on MarkLevinFan.com. So it was pulled at Mark’s request).

Senator, maybe if you did the job the voters sent you there to do, you would fix it right. Legalizing 12 million PLUS all their relatives is not a solution, Senator!!! MSM has been laying the groundwork by boo-hooing about the family seperation for a while, interesting that it's in the Bill.

I agree with your other points, but I (not a lawyer) am not sure about 604(c). If nothing else, the immigration lawyers are already drooling. This seems to say that if the worker finds evidence of a stolen ID and informs law enforcement the worker will not be fined $10000, but if the worker lets the ID theft victim know, then the worker will be fined $5000. What if law enforcement informs the ID theft victim? Obviously, the authors care more about illegals than crime victims.

cloture - The only procedure by which the Senate can vote to place a time limit on consideration of a bill or other matter, and thereby overcome a filibuster. Cloture is how they limit debate. Reid acts like he did a good thing, but he didn’t. The good guys (against amnesty) voted NAY. It was 69 - 23 - 8

Why do you think the Admin and the Jello-Oh-Pee are so hellbent on forcing this on us? It’s the “Democrat Permanent Majority Act of 2007”.
Unreal. The only thing I can see behind the overt scene are folks like builders associations and the US Chamber of Commerce (as well as UFCW, other Ag Unions, etc. - the usual suspects) - but how much sway do they have on BOTH parties?
