Note this everyone, the power to declare WAR, not the power to declare that we shall enforce UN resolutions, not the power to tell the President that he can attack anyone he feels is a terrorist or to attack anyone when he feels it is in US interests, but the power to DECLARE WAR and WAR only. The Constitution is a precise document, don’t fall into the new interpretation that tries to read ambiguity into silence. Silence is prohibition.
