One - Use NetMeter. You can see your throughput in real time, and with pinpoint accuracy. And it accumlates lots of useful data about your bandwith usage.

Two - Get Free Download Manager. It comes recommended by EasyNews. When you DL using it you will get every Kbit of your rated throughput. And it will resume broken downloads.

I have 6 meg down service. This evening I DL'd a 330 meg file in less than 8 minutes.
Unless you are downloading large files, you don't see the benefits of a lot of the bandwidth you pay for. Most web pages just don't improve very much visually with a faster connection. It's like having a 426 Hemi in Atlanta at rush hour. You can't go faster than the rest of the traffic.
