NEW YORK - A prisoner enraged by the fatal shooting of an unarmed black man by undercover detectives tried to hire someone to behead the New York Police commissioner and bomb police headquarters for $65,000, authorities said.
David Brown, 47, was arrested Monday on a charge of criminal solicitation after he offered an undercover officer the payout to kill Commissioner Raymond Kelly and blow up One Police Plaza, said Paul J. Browne, the NYPD's deputy commissioner for public information.
"I want his head chopped off," Brown allegedly told the undercover officer in a taped conversation.
Police said Brown was scheduled to be arraigned Tuesday.
Brown, currently behind bars on a separate charge, asked a man to contact someone who was willing to undertake the contract killing. That led to the undercover officer making contact with Brown, who promised to pay $15,000 for the hit and another $50,000 for the bombing, police said.
Police said that in two taped telephone conversations and one meeting that took place at Rikers Island prison in late February, Brown told the undercover officer that he was "fed up with the case where the guy got shot 50 times."
Brown was referring to Sean Bell, the 23-year-old man whom police shot to death on his wedding day in November. Two of Bell's friends were also shot but survived with serious injuries. Police have said 50 shots were fired in the incident.
The three men had been leaving Bell's bachelor party at a bar, where police had launched an undercover operation in response to complaints about prostitution. Lawyers for the officers have said that their clients thought Bell and his friends were going to get a gun and that Bell's car bumped an officer and hit an unmarked police minivan before the gunfire started.
Bell was black, as are his friends wounded in the shooting. Two of the officers are black and two are white. All have been removed from duty and put on paid leave.
A grand jury is considering possible charges against the five officers involved. Two of the officers testified before a grand jury Monday.
In the taped conversations, police said Brown blamed Kelly for not taking the "initiative to prosecute the officers. That kind of got me frustrated to the point where I want him murdered."
Police did not have the name of Brown's lawyer.
Brown was convicted in 2001 of trying to kill his wife and is serving time for violation of an order of protection for the same woman. He has been convicted previously on 30 charges 14 of them felonies that included five violent crimes.
"He has nothing against the police," Brown's sister, Marilyn, told the Daily News in Tuesday's edition. "He would never hurt an officer. That's not him. This is a shock to me," she added.
I thought cops got hire for details like watching traffic at roadside construction. I never knew they plotted to take down the boss. What'a country.

Despite the tag line and my reputation, this is a serious (series?) question:
I keep reading these murder for hire plans that go awry because the hire is an undercover cop. Seems like the odds of running into an undercover cop would be comparatively low to finding a lowlife who'd commit murder for hire. Yet I read somewhat fewer stories about people committing murder for hire.
It would lead one to believe that somehow, the undercover cops are in a position to solicit these types of jobs or something???
Just wondering how this occurs.

If what I just wrote made you sad or angry,
it was probably just a joke.
I want to know how a guy like this was ever in a position to commit -- say, felonies #4 through #14 instead of being sentenced to prison for the rest of his life.
Looks Muslim to me...and the beheading also gives one a clue...and the fact that it is not mentioned in the article.
If the "hire" wasn't an undercover cop, there is a lot less chance of the crime going awry. ;-)
Muslim prison convert?
Looks like another one of our lovely prison Muslim converts. Look out America, we have radical Islamist in prisons now.

That is what I have been thinking. Perhaps the solution to situations like this would be to take him out and give him a demonstration on how it works first

Could a MOD edit my above and deltew the stupid line of webdings but leave the one smile thanks
And we pay for them. More per prisoner than to educate our children. Frightening.
They need to work off their prison bills.
My two cents: In order to hire a hitman, one must "advertise" the position. The cops are well placed to intercept the "ad". Ergo, the "hitman" is often a cop.
Similarly, the cops are well placed to put out an "ad" of their own, to snare freelance hitters.
Finally - and this may be stereotypical bilge - but I would believe that the old-style "family" was born because the contractor and employer needed to have a fair degree of trust in each other. If you know the hitter, or know someone that knows the hitter, you may be better situated to judge whether they are a security threat before, during, and after the job.
After all, if each hitter has to be a throw-away, the position would often remain unfilled.
One last point. The hit jobs that get reported are almost invariably some amateur getting ticked off and trying to set up a job. How often have we actually seen these same words about a professional hit contracted by a well-connected crook?
That's a lot of words for two cents. How about a nickel, instead?

I'll give you a dime if you can expound on how the "advertising" works. And no, Mrs. Eagle is in no danger.
Just one of those things I've always wondered about.

LOL!
Undercover cops get involved because the person who wants a hitman asks around. One of his acquaintances goes to the police, who then arrange for an undercover cop to be rccommended for the job.
That is really a scary dude.
where did he get all the money?
Dope sales?
No one on the local radio has addresses where the money was coming from yet.
