Uneducated speculation: One finds a member of the criminal class - someone who appears to be neck deep in some sort of criminal enterprise, and lets it be known that there is a job to be had. Perhaps a method for communication is set up, perhaps a later "meet" is scheduled, or something...
No dime's worth, but those are my thoughts.
