Dumb idea. After stations have to find a replacement for at least a year, how many of those replacements will have good enough ratings that the stations are hesitant to switch back? Talk radio is a matter of forming habits, and once you're established, you don't want to give them a chance to form new ones.
Wait a minute. This could mean hearing less of Savage. Why am I arguing against it?
