MANILA, Feb 3 (Reuters) - Muslim separatists in the southern Philippines are holding Manila's military chief, the head of the government's truce panel, a colonel and an undetermined number of soldiers hostage, senior military sources said on Saturday.

Members of the Moro National Liberation Front (MNLF) were refusing to let Brigadier-General Ben Dolorfino, the commander of military forces in the capital, and Ramon Santos, government undersecretary for the peace process with the MNLF, leave their camp until their jailed founder was released.

Local media reported that more than 20 senior military, defence and government officials were being held at the MNLF's camp near Panamao town on Jolo island, 600 miles (950 km) south of Manila but senior military sources, who declined to be identified, would only confirm three hostages.

Dolorfino, a Muslim convert who had flown to Jolo for talks with the MNLF, told reporters by text message that he was safe.

GENEVA (AP) - Switzerland played a key role in building the nuclear weapons of the former apartheid regime of South Africa, a government-sponsored report said Thursday.

More than a decade ago, then-South African President F.W. de Klerk announced that his country had dismantled its nuclear weapons program.

Peter Hug, the author of a report in the Swiss National Science Foundation's six-year investigation into Swiss-South African relations, said Switzerland and other countries provided technical support for South Africa's uranium enrichment efforts.

Hug, a history professor at the University of Bern, wrote in his 11-page report that a handful of companies and a government research institute were involved in South Africa's atomic program.

In 1977, one firm began to supply ``highly sensitive technology'' to South Africa's uranium enrichment program. Hug said another Swiss company helped supply aluminum vacuum outlets, which ``played an important role in uranium enrichment.''

While the Swiss government did little to prevent these transactions taking place, it also allowed ``close scientific and technology cooperation'' to exist between a government nuclear research center and South Africa.

The nuclear research center aided South Africa between 1971 and 1985 in the sectors of acceleration technology and uranium enrichment, Hug said.

South Africa will send experts in dismantling weapons of mass destruction to Iraq as part of Pretoria's bid to avert war, President Thabo Mbeki said in his state of the nation address today.

The intervention follows a visit to Baghdad by Aziz Pahad, the Deputy Foreign Affairs Minister, and comes ahead of today's crucial report-back by United Nations weapons inspectors to the Security Council in New York.

Addressing a special joint sitting of Parliament, Mbeki said it was hoped the UN report-back "will not serve as a signal to some that the time has come to unleash the fury of war".

"As we speak, a number of our citizens are preparing to travel to Iraq. These are the experts who led our country's programme to destroy our nuclear, chemical and biological weapons of mass destruction, as well as the missiles for the delivery of these weapons in conditions of combat."

The work they had done had resulted in South Africa becoming an international example of best practice in disarmament, he said. South Africa voluntarily disarmed its weapons of mass destruction in the 1990s. Pretoria had proposed to Iraq and to Kofi Annan, the UN Secretary-General that these experts share South Africa's experience with Baghdad, Mbeki said.

Just what, exactly, did South Africa think its "experts in dismantling" would have to do in an Iraq with no claimed nuke program?
Dare I hazard a guess?

Now remember how often we've been told that South Africa is a model of disarmament, an icon of international oversight programs?

And note that Bush said "Africa" while the press keeps mentioning just Niger...

Now remember that North Korea just made an ass out of international oversight programs, and pretty much blew apart the illusions of the 1994 Agreed Framework of the last administration...

The ego of the folks doing oversight has to be stinging just a little, no, when coupled with a decade of no progress in Iraq?

Now let's return to South Africa for a moment. That country is sacred to the left since they toppled its government. What fun it was when the US delegation had to pull out of the racism conference, it was so rank. Wouldn't it be really embarassing for the world community if say, South Africa turned out to be the supplier Iraq had been hitting on, and still had a stash to sell after all the international overseers declared it clean?

Police say an autopsy revealed that the 64-year-old former wife of F.W. de Klerk had been stabbed and strangled. Marike de Klerk's body was discovered on Tuesday afternoon, about 30 hours after coroners estimated she had died.The autopsy revealed that the cause of death was strangulation. F.W. de Klerk said in a statement released on Wednesday he was devastated and deeply shocked at the circumstances under which his ex-wife had died. "I have learned with great shock and sorrow of the circumstances of the tragic death of my former wife, Marike," he said. "I have been informed that the South African Police Service is conducting a murder inquiry and hope that they bring the person or persons involved to justice as soon as possible." Some of the demonstrators climbed a building at the French-designed Koeberg nuclear power plant on the coast near Cape Town on Saturday and strung up two yellow and black banners proclaiming "Nukes out of Africa -- Greenpeace." The nuclear plant is the only one in Africa. Police detained three of the anti-nuclear activists on the 15-metre (50 feet) high concrete building, which pumps water from the sea to cool the twin-domed reactor alongside, leaving another three dangling by wires from the installation.
