Exactly. in this case "hoax" = "practice". Maybe congress can convince them to paint them blue so the cops don't put up those stupid tapes and redirect our trips to the nearest Starbucks.

Not only practicing, but testing the system to observe how long it took to be reported, and what happened when it was. Terrorists can learn a lot from this, and with all the news coverage detailing the responses, this is an effective "dry run" for both the US authorities and the terrorists.

My first thought was a dry run, but my next thought was the "Cry Wolf" syndrome. They are going to do this often enough so that people no longer pay much attention to it and thats when they will strike.

Too many Americans are almost at that point now, the last election was proof of that.

I tivod it and went back. Shep clearly said "HOOKS" devices" and he emphasized the word "HOOKS"..and he said basically what they mean by this is "none of them would have exploded"..
