Investigation into pilfered documents reveals former president signed letter
President Bill Clinton signed a letter authorizing former National Security Adviser Sandy Berger's access to classified documents that later came up missing, according to a newly released investigation report by the National Archives and Records Administration.
The sensitive drafts of the National Security Council's "Millennium After Action Review" on the Clinton administration's handling of the al-Qaida terror threats in December 1999 suspiciously disappeared after Berger said he intended to "determine if Executive Privilege needed to be exerted prior to documents being provided to the 9/11 Commission." Then-Attorney General John Ashcroft testified before the 9-11 commission about the millennium report, urging the panel to ask why the document's warnings and "blueprint" to thwart al-Qaida's plans to target the U.S. were ignored by the Clinton administration and not shared with the incoming Bush security staff.
The NARA investigation report said Clinton signed an April 12, 2002, letter designating Berger – and another person whose named is redacted – as "agents on his behalf to review relevant NSC documents regarding Osama Bin Laden/Al Qaeda, Sudan and Presidential correspondence from or to (Sudanese President) Omar Bashir, contained in the Clinton Presidential records." A subsequent letter from a National Security Council official, May 14, 2002, said Berger repeatedly was briefed that "he was not allowed to remove any documentation from NARA."
Last year, Berger plea bargained a criminal sentence on the charge of unlawfully removing and retaining classified documents. A judge gave him no prison time, a $50,000 fine, 100 hours of community service and a ban from access to classified material for three years
According to the NARA report, after the 9-11 attacks, Clinton administration officials were swamped with calls regarding their handling of terrorist threats, and Berger soon realized he would have to testify. Berger said he put in over 100 unpaid hours of his time to be responsive.
The former White House adviser said the documents up for review were so numerous that he was unable to reconstruct them from memory, so he took 10-to-12 pages of notes and hid them in the pocket of his blazer.
The investigation report says, however, the May 14, 2002, letter stated "notes may be taken but must be retained by NARA staff and forwarded to the NSC for a classification review and appropriate marking. Berger, the letter said, "was made aware of this requirement."
In July 2003, Berger's handling of the papers began to "cause archival concerns in maintaining provenance" after he asked to leave the viewing office several times to hold very private phone calls. Later, in September, Berger once again stepped out of the office and headed for the men's room, but personnel reported an unknown white object beneath his pant leg.
A witness said Berger "bent down, fiddling with something white, which could have been papers, around his ankle."
After Berger's actions aroused suspicion in September 2003, an unnamed archives official hand-numbered drafts provided to Berger as a means of controlling the documents without consulting with NARA general counsel, security, management, the Office of the Inspector General or law enforcement.
In October, Berger returned to the archives office and was given one file folder of documents at a time. The NARA report indicates an e-mail numbered 217 came up missing after he reviewed it. Berger later said he slid the document under his portfolio.
When personnel noticed it was missing, they offered a copy of document 217 to Berger, and he reportedly slid the second file under his portfolio as well. Later, Berger said if he had been asked to return the file "it would have triggered a decision for him to give the documents back."
Instead, Berger said he had to make a private phone call and went to a desk outside the office. However, the phone line remained unlit, and he quickly departed to the restroom, a location from which he was reported to have recently returned.
Berger made numerous suspicious visits to the men's room in which personnel were concerned he might be hiding documents. He said he "went to the restroom on an average of every 30 minutes to one hour to use the facilities and stretch his legs."
According to the NARA report, Berger claimed he accidentally took the files outside of the archives building and didn't want to risk bringing documents back because personnel might notice something unusual. Instead, he took the files to a fenced construction area on Ninth Street, slid them under a trailer and returned to the office to finish his review. After doing so, he returned to the site, reclaimed the documents and took them to his office.
During the visit, Berger is reported to have hidden four documents in his pockets, all versions of the Millennium Alert After Action Review.
Archives officials decided to call Berger and ask him for the documents. He said he didn't think he had any files. They advised him NARA was treating the matter as a security infraction and was going to report the incident to the National Security Council. If Berger admitted to taking the documents by mistake, the incident would be reported as inadvertent removal. But, he maintained that staff members were in error, and he had given the files back to an assistant.
Later that evening, Berger claimed to have found two documents, and NARA made arrangements to pick up the files the following morning. However, NARA reports the documents were an e-mail and a facsimile Berger reviewed Sept. 2, 2003, not classified files viewed Oct. 2, 2003.
Berger said he could not find any additional documents and claimed he must have thrown them away. According to the NARA report, "He had destroyed, cut into small pieces, three of the four documents. These were put in the trash. By Saturday, the trash had been picked up. He tried to find the trash collector but had no luck."
The inspector general was briefed on the incidents Oct. 10. That day, OI investigators recovered documents from Berger's home at the request of his attorney. Six months later, the Department of Justice notified the 9/11 commission.
Berger said if someone had always been with him, he would not have taken any documents.
Despite his April 1, 2005, guilty plea for Unauthorized Removal and Retention of Classified Material, Berger still vehemently denies smuggling any documents in his socks. According to the report, he said he was adjusting them "because his shoes frequently come untied and his socks frequently fall down."

Clinton Dines With The "White Boys"
Sen. Hillary Clinton has dinner with tonight with several of her husband’s top political advisers – James Carville, Paul Begala, Joel Johnson and Joe Lockhart.
All four have substantial presidential campaign experience, and none will play a formal role in the campaign.
The subject of the dinner could not be determined, but the guest list offers a clue, as does history: Clinton convened a similar dinner shortly before she announced her New York Senate candidacy in 2000.
The “White Boys” – as this group of Bill Clinton top aides informally bills itself, tongue in cheek – are unique assets for Clinton. That they won’t be part of the formal hierarchy of the campaign, which will be managed by Patti Solis Doyle, poses some rare challenges.
Between the four of them, they’re friends with just about every important Democratic strategist and office-holder in the nation. They’re personal friends with Bill Clinton. And they have access to – and regularly speak with – charter members of the national political media.
As informal advisers, they’ll be in a position to provide Clinton with information and perspective from outside the campaign structure. But they’ll also be free to talk about the campaign to others.
One Clinton insider (we hate to use the term, but this person really is an insider) said that Clinton wants all four to know that she’s open to their advice. She may also use the occasion to subtly caution her friends from public backbiting or using their status as advisers to speak on background to reporters.
Carville was the senior consultant on Clinton’s 1992 campaign; he was a close adviser through the Clinton presidency. He leveraged his celebrity into a Hollywood career, a CNN gig, numerous teaching engagements, popular books, overseas consulting for international presidential candidates, and even a restaurant. Democrats sought his advice and feared the sting of his rebukes.
In the late summer of 2004, he pressured John Kerry to shake up his campaign. Within weeks, Johnson and Lockhart, by then wildly successful lobbyists and consultants, were asked to retool Kerry’s public image. Democrats debate today whether their intervention worked.
Other members of the “White Boys” include Doug Sosnik, a former White House political director who is now a top adviser to Sen. Chris Dodd’s presidential campaign, Steve Richetti, another top political aide in the Clinton White House, and Harold Ickes, a former deputy white house chief of staff who is close to Hillary Clinton and who is currently helping her recruit political staff for her campaign. Rep. Rahm Emanuel was considered a White Boy during his White House service.
Among Hillary Clinton’s staff, the term “White Boys” is used to refer to two distinct groups: her husband’s staff, led by chief of staff Doug Band, and the larger group of her husband’s outside advisers and friends. Terry McAuliffe, Clinton’s chief fundraiser and the former DNC chairman, transcends both Hillary and Bill Clinton universes. [MARC AMBINDER]

With $475 million in Iraqi financing, North Korea is said to be building a missile plant near Khartoum. Although most of this sum would go to North Korea for turnkey construction and facility staffing, Sudan would receive some payment for supporting and hosting the operation. 1990 - mid March 2003 : (IRAQ AL QAEDA/AL QAEDA IRAQ CONTACTS BEGIN; BIN LADEN SENDS EMISSARIES TO JORDAN TO MEET WITH IRAQI GOVERNMENT OFFICIALS) According to the memo--which lays out the intelligence in 50 numbered points--Iraq-al Qaeda contacts began in 1990 and continued through mid-March 2003, days before the Iraq War began. Most of the numbered passages contain straight, fact-based intelligence reporting, which some cases includes an evaluation of the credibility of the source. This reporting is often followed by commentary and analysis. ..
The relationship began shortly before the first Gulf War. According to reporting in the memo, bin Laden sent "emissaries to Jordan in 1990 to meet with Iraqi government officials."
The primary go-between throughout these early stages was Sudanese strongman Hassan al-Turabi, a leader of the al Qaeda-affiliated National Islamic Front. Numerous sources have confirmed this. One defector reported that "al-Turabi was instrumental in arranging the Iraqi-al Qaeda relationship. The defector said Iraq sought al Qaeda influence through its connections with Afghanistan, to facilitate the transshipment of proscribed weapons and equipment to Iraq. In return, Iraq provided al Qaeda with training and instructors."
One such confirmation came in a postwar interview with one of Saddam Hussein's henchmen. As the memo details:
4. According to a May 2003 debriefing of a senior Iraqi intelligence officer, Iraqi intelligence established a highly secretive relationship with Egyptian Islamic Jihad, and later with al Qaeda. The first meeting in 1992 between the Iraqi Intelligence Service (IIS) and al Qaeda was brokered by [Hassan] al-Turabi.
Former IIS deputy director Faruq Hijazi and senior al Qaeda leader [Ayman al] Zawahiri were at the meeting--the first of several between 1992 and 1995 in Sudan.
Additional meetings between Iraqi intelligence and al Qaeda were held in Pakistan. Members of al Qaeda would sometimes visit Baghdad where they would meet the Iraqi intelligence chief [Mani abd-al-Rashid al-Tikriti] in a safe house. The report claimed that [Iraqi leader] Saddam [Hussein] insisted the relationship with al Qaeda be kept secret. After 9-11, the source said Saddam made a personnel change in the IIS for fear the relationship would come under scrutiny from foreign probes.

A delegation of five Iraqis was arrested in Nairobi by the Kenyan secret service last November [2001] while travelling to eastern Congo on fake Indian passports, a western intelligence officer said.
Documents seen by the Guardian show that leaders of the Mayi-Mayi, a brutal militia embroiled in the country's civil war, visited Baghdad twice and offered diamonds and gold to the Iraqis. Uranium was not mentioned in the documents but the intelligence officer said the Mayi-Mayi would be able to obtain the material in areas it controlled. Initial contact between Baghdad and the militia was said to have been brokered by a Sudanese general who offered Sudan as a conduit for Iraqi oil and arms. [when was the initial contact made?]

What issue sent the Clinton clingons into a frenzy regarding Iraq, al Qaeda and Africa?
Then... an Iraqi government memo detailing dealings with the government of Sudan and bin Laden of al Qaeda:
JANUARY 1997 or later : (IRAQI DOCUMENT IS COMPILED; IT CONCERNS RELATIONS BETWEEN IRAQ & SAUDI OPPOSITION GROUPS - See SUDAN) A SECOND internal Iraqi file obtained by The Weekly Standard concerns relations between Iraqi Intelligence and Saudi opposition groups. The document was apparently compiled at some point after January 1997, judging by the most recent date in the text, and discusses four Saudi opposition groups: the Committee for Defense of Legitimate Rights, the Reform and Advice Committee (Osama bin Laden), People of al Jazeera Union Organization, and the Saudi Hezbollah.
The New York Times first reported on the existence of this file on June 25, 2004. "American officials described the document as an internal report by the Iraqi intelligence service detailing efforts to seek cooperation with several Saudi opposition groups, including Mr. bin Laden's organization, before al Qaeda had become a full-fledged terrorist organization."

According to the Times, a Pentagon task force "concluded that the document 'appeared authentic,' and that it 'corroborates and expands on previous reporting' about contacts between Iraqi intelligence and Mr. bin Laden in Sudan, according to the task force's analysis."
The most provocative aspect of the document is the discussion of efforts to seek cooperation between Iraqi Intelligence and the Saudi opposition group run by bin Laden, known to the Iraqis as the "Reform and Advice Committee." The translation of that section appears below.
"... We moved towards the committee by doing the following:
A. During the visit of the Sudanese Dr. Ibrahim al-Sanusi to Iraq and his meeting with Mr. Uday Saddam Hussein, on December 13, 1994, in the presence of the respectable, Mr. Director of the Intelligence Service, he [Dr. al-Sanusi] pointed out that the opposing Osama bin Laden, residing in Sudan, is reserved and afraid to be depicted by his enemies as an agent of Iraq. We prepared to meet him in Sudan (The Honorable Presidency was informed of the results of the meeting in our letter 782 on December 17, 1994).B. An approval to meet with opposer Osama bin Laden by the Intelligence Services was given by the Honorable Presidency in its letter 138, dated January 11, 1995 (attachment 6).
He [bin Laden] was met by the previous general director of M4 in Sudan and in the presence of the Sudanese, Ibrahim al-Sanusi, on February 19, 1995. We discussed with him his organization. He requested the broadcast of the speeches of Sheikh Sulayman al-Uda (who has influence within Saudi Arabia and outside due to being a well known religious and influential personality) and to designate a program for them through the broadcast directed inside Iraq, and to perform joint operations against the foreign forces in the land of Hijaz.
(The Honorable Presidency was informed of the details of the meeting in our letter 370 on March 4, 1995, attachment 7.)C. The approval was received from the Leader, Mr. President, may God keep him, to designate a program for them through the directed broadcast. We were left to develop the relationship and the cooperation between the two sides to see what other doors of cooperation and agreement open up. The Sudanese side was informed of the Honorable Presidency's agreement above, through the representative of the Respectable Director of Intelligence Services, our Ambassador in Khartoum.
D. Due to the recent situation of Sudan and being accused of supporting and embracing of terrorism, an agreement with the opposing Saudi Osama bin Laden was reached. The agreement required him to leave Sudan to another area. He left Khartoum in July 1996. The information we have indicates that he is currently in Afghanistan. The relationship with him is ongoing through the Sudanese side. Currently we are working to invigorate this relationship through a new channel in light of his present location."
(It should be noted that the documents given to The Weekly Standard did not include the attachments, letters to and from Saddam Hussein about the status of the Iraq-al Qaeda relationship. And the last sentence differs slightly from the version provided to the New York Times. In the Weekly Standard document, Iraq is seeking to "invigorate" its relationship with al Qaeda; in the Times translation, Iraq is seeking to "continue" that relationship.)
Another passage of the Iraq-Saudi opposition memo details the relationship between the Iraqi regime and the Committee for Defense of Legitimate Rights (CDLR), founded by Dr. Muhammad Abdallah al-Massari.
Once again, Dr. Ibrahim al-Sanusi, the senior Sudanese government official, was a key liaison between the two sides. Al-Massari is widely regarded as an ideological mouthpiece for al Qaeda, a designation he does little to dispute. His radio station broadcasts al Qaeda propaganda, and his website features the rantings of prominent jihadists. He has lived in London for more than a decade. The Iraqi Intelligence memo recounts two meetings involving Dr. al-Sanusi and CDLR representatives in 1994 and reports that al-Massari requested assistance from the Iraqi regime for a trip to Iraq.

It offered, among other things, to allow U.S. intelligence, law-enforcement and counterterrorism personnel to enter Sudan and to go anywhere and see anything, to help stamp out terrorism. The United States never replied to that letter; the isolaters derided it as a meaningless "charm offensive" by Sudan, in Ms. [Susan] Rice's words. ------ "Decision to Strike Factory in Sudan Based Partly on Surmise," By TIM WEINER and JAMES RISEN, N Y TIMES, September 21, 1998 Don't think Sudan was too serious- after that offer they made kissiface with Iraq - not just on sanctions and weapons but even on the issue of the war in southern Sudan against the blacks :
MARCH 1997 : (TALKS BETWEEN SUDANESE LEADER BASHIR & IRAQ'S ENVOY SHABIB AL MALIK PLEDGE MUTUAL SUPPORT) However, soon after ships arrived in Port Sudan with Iraqi weapons in early March 1997, Sudan and Iraq pledged mutual support during talks here between Umar al-Bashir and the visiting Iraqi presidential envoy Shabib al-Malik.
Bashir asked Malik to assure Saddam Hussein of Sudan's "support for Iraq and its rejection of attempts for UN sanctions against that Arab country."
Malik expressed Iraq's support for Sudan "against the aggression it is facing" and promised military and other help. Most important was the conclusion reached by Iraqi military experts that only a ruthless total war has a chance of defeating the Black rebels in southern Sudan.

If I'm not mistaken I think one of the conduits of arms the Clinton admin admits it "overlooked" coming from Iran into Croatia in the Balkan wars came via a Sudanese terrorist group - maybe even through one of Turabi's orgs.
It's a disgrace and a travesty that this clown Berger is breathing fresh air for systematically destroying Presidential level classified material on the orders of a former President. Worse yet, the clymer can get access again just in time for Her Heinous to take office as President. Or he can just be sent in again by Bildo.
The Bush Justice department, and I think this happened under Ashcroft which is shocking, should be locked up along with Berger.

Probably because access to some of these docs is "need to know" and perhaps some like the presidential emails are still under some time limit where they are accessable only by Clinton's sig. I suppose Clarke would have to designate a person to dig in the archives on his behalf as well.
