The world is by now well aware of Iran's defiance of the international community in pursuing its nuclear program and its sponsorship of terrorist organizations that maim and murder innocent civilians. What may be less well-known is that the Government of Iran is facilitating its proliferation and terrorism activities through the world's financial system, using its state-owned banks and an array of front companies and other deceptive techniques specifically designed to evade the controls of responsible financial institutions.

Over the past several months, we have been sharing information with our foreign counterparts and key executives in the private sector about these deceptive practices and discussing how best to safeguard the international financial system against them.

Antiterrorism officials have widened their investigation of a 28-year-old Indian national arrested last month after his behavior drew attention at a tractor-trailer school. Authorities say Mohammed Yousuf Mullawala's "problematic" cell-phone records and his apparent guise as an international student prompted the now-national probe.

"We've tied some of his cell-phone records to people of interest nationally" whose behavior points to "terrorist indicators," said state police Maj. Steven O'Donnell. "They're not your typical person's cell-phone history ... the volume of contacts obviously raises the level of suspicion."

"We don't know whether he's a major player, a minor player or any type of player" in the world of terrorism. "But the indicators lead us to believe that his behavior is not normal," O'Donnell said. "We are working with wherever the phone numbers take us, and to whatever cities," said O'Donnell. That includes New York, New Jersey, Connecticut, Rhode Island and elsewhere in the country. "We are interviewing everybody and anybody that may have a relation to him."

Investigators are still studying Mullawala's laptop computer for possible leads, and following his paper trail. Mullawala's interest in purchasing software on hazardous materials and his lack of interest in learning to back up a rig drew the attention of the trucking-school owners, and eventually, the federal Department of Homeland Security.

Mullawala has been held at the Suffolk County Detention Center in Boston since Dec. 5 on a civil immigration charge of violating his student visa. The investigation now involves the Rhode Island State Police Fusion Center (a conglomerate of law enforcement overseen by state police) and reciprocal fusion centers in other states; the FBI's Joint Anti-Terrorism Task Force and the federal Office of Immigration and Customs Enforcement.

Mullawala faces an immigration hearing at which time "we will ask that he be deported," said O'Donnell. A warrant was also issued for his arrest on a criminal charge of identity theft, alleging that Mullawala falsely said he was a Rhode Island resident in order to obtain a driver's license here, O'Donnell said. The warrant was issued after Mullawala's detention in Boston. The warrant has not been served "because he was already in prison," said O'Donnell. Regardless, Mullawala's case is a criminal investigation.

O'Donnell cited a totality of circumstances that put "a homing beacon" on Mullawala and led to the national investigation. Besides the phone records, they include his enrollment in three separate colleges; his multiple addresses - only some of which he may have lived at - and his movements between Rhode Island, Connecticut, New York and New Jersey, and a coinciding succession of licenses in a three- or four-year period. All of these factors were discovered after his arrest.

The seven addresses include locations in Connecticut, Rhode Island, the Bronx, Queens and Long Island. "We're clear that he was here under the guise of being a student. He was not a student," O'Donnell said. "Whatever his motives were, he applied to be a student, left school, went to another school, he left school. Not only did he sign up, but never went to school."

Mullawala signed up for computer technology and/or English-immersion classes at Johnson & Wales University in Rhode Island, the University of Bridgeport in Connecticut and the City University of New York, but apparently attended either briefly or not at all, according to school administrators and law-enforcement authorities.

The various driver's licenses and addresses are also questionable, O'Donnell said, "but the coup de grace is the truck driver's school. It's so blatantly obvious. Even a novice - a person who has no knowledge of terrorist activity - would think this is strange behavior."

Strange, O'Donnell said, in that Mullawala attended the 30-day school and left after the second day; was not especially concerned about learning how to back up a rig and sought a commercial driver's license that would allow him to transport hazardous materials.

Owners of the Nationwide Tractor Trailer Driving School in Smithfield, R.I., told The Providence Journal last month that Mullawala also came to class wearing business clothes and asked fellow students about the process for gaining FBI clearance for the hazmat license. He was also an inept driver, according to instructor Ed Mowry.

After Mullawala's arrest, investigators seized a passport at one of seven addresses tied to Mullawala. According to the passport, Mullawala is from Cotpally, India. He first entered this country on Sept 9, 2002. "He was recruited overseas by a Johnson & Wales employee to come to this country to be a student," said O'Donnell. J&W spokeswoman Miriam Weinstein said Mullawala was enrolled in the School of Technology in fall 2002 through spring 2003; whether he actually attended classes was unclear. "He said he heard about the (Smithfield) tractor-trailer school while he was at Johnson & Wales," O'Donnell said, and signed up for classes "because there was no waiting list, and the requirements to get a commercial driver's license are less than New York."

Last November, according to O'Donnell, Mullawala worked for a New York taxi-limousine service called NYC 2 WAY; another violation of his student visa. There he received W-2 forms, "and we're looking into that with the IRS," O'Donnell added. Driver-relations manager Jeffrey Kong said in a phone interview that Mullawala worked for NYC 2 Way for one month, starting in early November. His last paycheck was dated Dec. 3.

Like all of the 1,500 drivers, Mullawala was an independent contractor. He provided a driver's license, from New Jersey, and a temporary license issued last March by the New York City Taxi and Limousine Commission. Mullawala grossed a little more than $3,300, for 82 trips. He also apparently used the Lincoln Town Car he leased from NYC 2 WAY to drive to the trucking school.

Ethiopian PM: Islamists from Britain, Canada captured, hurt in Somalia

Ethiopia's prime minister said in an interview published Tuesday that suspected terrorists from Canada, Britain, Pakistan and elsewhere have been among those taken prisoner or killed in the military operations in Somalia.

Prime Minister Meles Zenawi was quoted by French newspaper Le Monde as saying that he didn't know the exact number of prisoners in Somalia "because it changes constantly." "But many international terrorists are dead in Somalia," Meles was quoted as saying. "Photographs have been taken and passports from different countries have been collected. The Kenyans are holding Eritrean and Canadian passport holders. We have injured people coming from Yemen, Pakistan, Sudan, the United Kingdom."

Mullawala is definitely a "person of interest". Kinda like the pilots who were only interested in learning how to take off, fly coordiates, and not land.

China revealed the depth of its fear of Islamic-linked violence yesterday when police disclosed that they had killed 18 terrorists and captured another 17 after a fierce battle at a secret training camp in a remote northwestern region.

It was the first time that China had announced the discovery of such a camp in its territory. Officials said that they had uncovered links between the activists and international terrorist groups, hinting at connections to al-Qaeda.

Iran’s Bank Sepah Designated by Treasury

Sepah Facilitating Iran’s Weapons Program

The Department of the Treasury today designated Bank Sepah, a state-owned Iranian financial institution for providing support and services to designated Iranian proliferation firms. Bank Sepah International Plc, a wholly-owned subsidiary of Bank Sepah in the United Kingdom, and Ahmad Derakhshandeh, Bank Sepah's Chairman and Director, were also designated today.

"Bank Sepah is the financial linchpin of Iran's missile procurement network and has actively assisted Iran's pursuit of missiles capable of carrying weapons of mass destruction," said Stuart Levey, Treasury's Under Secretary for Terrorism and Financial Intelligence (TFI). "Our action today gives effect to the United Nation's call on all nations to deny financial assistance to Iran's nuclear and missile programs, and we urge other countries likewise to fulfill this serious obligation."

Treasury's Office of Foreign Assets Control (OFAC) took this action pursuant to Executive Order 13382, an authority aimed at freezing the assets of proliferators of weapons of mass destruction (WMD) and their supporters and isolating them financially. Designations under E.O. 13382 prohibit all transactions between the designees and any U.S. person and freeze any assets the designees may have under U.S. jurisdiction.

Additionally, the United Nation Security Council unanimously passed Resolution 1737 on December 23, 2006, requiring governments worldwide to take steps to combat Iran's illicit conduct, including freezing the assets of named entities and individuals associated with Iran's nuclear and missile programs, as well as the assets of entities owned or controlled by them. The resolution also requires states to prevent the provision to Iran of any financial assistance, or the transfer of any financial resources or services, related to the supply, sale, transfer, manufacture, or use of prohibited items associated with Iran's nuclear and missile programs.

Bank Sepah provides financial support and services to Iran's Aerospace Industries Organization (AIO), Shahid Hemmat Industries Group (SHIG), and the Shahid Bakeri Industries Group (SBIG), which were designated by President George W. Bush on June 29, 2005, in the Annex to E.O. 13382.

AIO, a subsidiary of the Iranian Ministry of Defense and Armed Forces Logistics, oversees all of Iran's missile industries and is the overall manager and coordinator of Iran's missile program.

Bank Sepah is AIO's bank of choice, and since at least 2000, Sepah has provided a variety of critical financial services to Iran's missile industry, arranging financing and processing dozens of multi-million dollar transactions for AIO and its subordinates, including SBIG and SHIG.

Through its role as a financial conduit, Bank Sepah has facilitated Iran's international purchases of sensitive material for its missile program. In 2005, Bank Sepah financed a Chinese firm's sale of missile related items to Iran. Also in that year, AIO directed Sepah to transfer well over half of a million dollars to a North Korean firm associated with Komid, a North Korean entity designated for providing Iran with missile technology.

SHIG is responsible for Iran's ballistic missile program, most notably the Shahab series of medium range ballistic missiles based on the North Korean-designed No Dong missile. The Shahab is believed to be capable of carrying unconventional warheads and has a range of at least 1500 kilometers. SHIG has received help from China and North Korea in the development of this missile.

SBIG, an affiliate of Iran's AIO, is also involved in Iran's missile program. Among the weapons SBIG produces is the Fateh-110 missile, with a range of 200 kilometers, and the Fajr rocket systems, a series of North Korean-designed rockets produced under license by SBIG with ranges of between 40 and 100 kilometers. Both systems are capable of being armed with at least chemical warheads.

Bank Sepah is the fifth largest Iranian state-owned bank with more than 290 domestic branches and a presence in Rome, Paris, Frankfurt, and a wholly-owned subsidiary in London. According to the Banker's Almanac, Bank Sepah's total branch assets were USD 13.9 billion as of early 2005.

Background on E.O. 13382

Today's action builds on President Bush's issuance of E.O. 13382 on June 29, 2005. Recognizing the need for additional tools to combat the proliferation of WMD, the President signed the E.O. authorizing the imposition of strong financial sanctions against not only WMD proliferators, but also entities and individuals providing support or services to them.

In the Annex to E.O. 13382, the President identified eight entities operating in North Korea, Iran, and Syria for their support of WMD proliferation. E.O. 13382 authorizes the Secretary of the Treasury, in consultation with the Secretary of State, the Attorney General, and other relevant agencies, to designate additional entities and individuals providing support or services to the entities identified in the Annex to the Order.

In addition to the entities identified in the annex of E.O. 13382, the Treasury Department has designated 23 entities and two individuals as proliferators of WMD, specifically:

Eight North Korean entities on October 21, 2005;
Two Iranian entities on January 4, 2006;
One Swiss individual and one Swiss entity tied to North Korean proliferation activity on March 30, 2006; and
Four Chinese entities and one U.S. entity tied to Iranian proliferation activity on June 8, 2006.
Two Iranian entities on July 18, 2006;
Three Syrian entities on January 4, 2007; and
One Iranian entity, one UK entity, and one individual tied to Iranian proliferation activity on January 9, 2007.

Aircraft Attack Al Qaeda Haven, Ike Moves off Somalia

WASHINGTON, Jan. 9, 2007 – A U.S. Air Force AC-130 gunship attack in Somalia on Jan. 7 targeted senior terrorist leaders, a senior Pentagon official confirmed today.

Pentagon spokesman Bryan Whitman told reporters the attack targeted "what we believe to be principal al Qaeda leadership" operating in the southern part of Somalia.

Whitman declined to discuss damage assessments or the effectiveness of the strike, or future operations in the area.

The U.S. 5th Fleet moved the aircraft carrier USS Dwight D. Eisenhower into the waters off Somalia in an effort to capture al Qaeda terrorists attempting to flee the country, a 5th Fleet spokesman said.

Whitman said the attacks were aimed at terrorists who may have struck the U.S. embassies in Kenya and Tanzania. "We are going to continue to work in close cooperation with our allies in the region, who all understand the importance of pursuing terrorist activities and denying them safe havens," he said.

More U.S. ships are moving in to the waters off Somalia to reinforce the maritime interdiction effort there, said U.S. 5th Fleet officials. “Due to rapidly developing events in Somalia, U.S. Central Command has tasked USS Dwight D. Eisenhower to join USS Bunker Hill, USS Anzio and USS Ashland to support ongoing maritime security operations off the coast of Somalia,” said Navy Lt. Cmdr. Charlie Brown, a spokesman for 5th Fleet in Bahrain.

The ships will stop vessels and search them for al Qaeda terrorists attempting to escape from Somalia, officials said.

Terrorists Killed, Detained in Iraq; Weapons Discovered

WASHINGTON, Jan. 9, 2007 – At least three insurgents were killed, an al Qaeda cell leader was captured, and other suspected terrorists were detained through several recent operations in Iraq, military officials reported.
-- Soldiers from the 1st Brigade, 6th Iraqi Army Division, with support from coalition forces, are conducting raids today in Baghdad. Three insurgents have been arrested so far in the ongoing operation.

-- Soldiers from Company A, 2nd Battalion, 8th Cavalry Regiment, 1st Brigade Combat Team, 1st Cavalry Division, detained seven suspects and discovered a weapons cache yesterday in northern Baghdad.

-- Soldiers from 1st Battalion, 3rd Brigade, 6th Iraqi Army, yesterday discovered five rocket-propelled grenade launchers, seven AK-47 rifles, one sniper rifle, ammunition, and six mortar fuses west of Ghazaliya.

-- Iraqi police provided medical screenings yesterday for children at a southern Ramadi school. Police forces visited classrooms, talked with students and handed out backpacks, Iraqi flags, soccer balls and jerseys, stickers, toys and candy.

-- 5th Iraqi Army troops and Task Force Lightning soldiers killed three insurgents, detained several suspected terrorists and discovered multiple caches Jan. 7 during operations in Tahrir village.

-- 6th Iraqi Army Division forces with coalition advisors captured the cell leader of an illegal armed group Jan. 7 during an operation in the Salaam district of northern Baghdad. The cell leader is responsible for kidnapping and murdering Iraqi civilians and security forces.

-- Following a firefight with terrorists Jan. 7 in Tameem, Iraqi police captured insurgents, confiscated a mortar tube and uncovered a weapons cache.

-- Iraqi army and coalition forces killed several insurgents, detained several suspected terrorists, and discovered several large weapons caches over the past five days during operations near Turki village. The caches contained hundreds of rockets, improvised explosive device-making materials, small-arms munitions and dozens of anti-tank weapons.

-- Iraqi troops working with 1st Battalion, 501st Parachute Infantry Regiment, 4th Brigade Combat Team (Airborne), 25th Infantry Division, soldiers discovered an improvised explosive device Jan. 7 while patrolling the fish farm area west of Iskandariyah.

ARTICLE SNIPPET: "It has happened again. On the heels of global Muslim rage against Pope Benedict XVI – which led to riots and three killings of Christians – a teacher in France has gone into hiding after receiving death threats. His offense? He published a column in the French newspaper Le Figaro in which he characterized the Muslim prophet Muhammad as “a merciless war chief, plunderer, slaughterer of Jews and a polygamist.”

Redeker said that one of the threats he received stated: “You will never feel secure on this earth. One billion, three hundred thousand Muslims are ready to kill you.” As the death threats poured in, everyone abandoned Redeker. The teacher himself noted that France’s education ministry “has not even contacted me, has not deigned to get in touch to see if I need any help.” The senior editor of Le Figaro, Pierre Rousselin, declared on Al-Jazeera that he had been mistaken to publish Redeker’s article, and hastened to assure the Islamic world that the article did not reflect the opinion of the paper."
