Yet the American government has failed to collectively use this formidable brain-power 5+ years after the attack by Jihadists on the American homeland to develop a truly strategic plan to fight the global threat of Jihad and Islamist extremism. In one of the most complex wars in American history, rather than starting with holistic, big-picture thinking towards the challenges and prioritizing resources and actions accordingly, America has spent much of the past five years after 9/11 in reactive and bureaucratic churning.

ARTICLE SNIPPET: "A Prison Service official said that, while in Maghaberry jail, Boutrab had been caught downloading instructions on a prison computer from the internet on how to make bombs as well, as pro- al-Qaeda material. He added that, under the immigration order, Boutrab could be held in jail indefinitely.

When PSNI officers raided Boutrab's home in the northern outskirts of Belfast nearly four years ago they found 20 floppy disks, five compact discs, 18 audio-cassette tapes, three mobile phones and several false passports. MI5 eventually de-encrypted the disks and discovered that they included blueprints on how to blow up planes in mid-air, instruction on how to use cameras to detonate explosive devices and plans for building mini-bombs. The documents indicated these were to be smuggled on to planes and re-assembled in the airline toilets.

During Boutrab's trial an FBI explosives expert, Special Agent Donald Schtleben, demonstrated how the plans found in his computer detonated viable devices. The FBI agent also showed the court how a disposable flash camera, together with tungsten wire, a battery and lead oxide could be turned into a detonator.

Among written instructions found on CDs was a warning that those carrying devices on to planes should not act alone. They cited the case of would-be-suicide bomber Richard Reid who tried to ignite a much cruder device hidden inside the sole of his shoe on board a transatlantic flight."

A published report says one of the targets of a U.S. military strike in Somalia is a suspect in the bombings of two U.S. embassies in Africa.

The Washington Post has identified the man.

The Pentagon says it can't confirm or deny reports of the strike.

But a government official, speaking on condition of anonymity because of the operation's sensitivity, says at least one AC130 gunship was used in the attack against several suspected members of al-Qaida in Somalia.

The 1998 bombings of the U.S. embassies in Kenya and Tanzania killed more than 250 people.

Other media report the same operatives are also believed responsible for a 2002 attack on Israeli tourists in Kenya and an attempt to shoot down an Israeli aircraft the same day.

The 2002 attack on an Israeli-owned hotel in Kenya killed 15.

Somali forces arrest seven religious Pakistanis

Mogadishu - Government forces have incarcerated at least seven Pakistani men, who were preaching people praying in a mosque near the presidential palace of Villa Somalia where President Abdulahi Yusuf is staying currently. The religious men known as Tabliq (Preachers or missioners) always traveled to every part of the country to preach people about Islam.

Abdulkadir Abdi Dahir, a resident Hamar Jajab, where the incident took place, told Shabelle that residents suddenly rallied at the area to protest against the government forces who took the men in a car. “The police force have dispersed us and they told us they would investigate the men’s identity and motive in the country”, he said. Tabliq are known to be linked to no political group or particular religious organization. The government was not available for comments over the issue.

China says militants still at large in northwest

BEIJING - China said on Tuesday that the hunt was still on for terrorists at large, adding they had links to international forces, a day after it disclosed details of a massive raid in its Central Asian border region of Xinjiang. Police killed 18 people the government described as terrorists and captured another 17 in the raid on a training camp in the Pamirs plateau in southern Xinjiang that it said was run by the East Turkestan Islamic Movement.

"At present, some terrorists are still at large. The Public Security department is pursuing them," Foreign Ministry spokesman Liu Jianchao told a regular news conference. "We have evidence that East Turkestan groups are connecting with international terrorist forces and plan to conduct terrorist activities," he said.

Oil-rich Xinjiang is home to 8 million Uighurs, a Turkic, largely Islamic people, many of whom resent the growing Han Chinese presence in the region and government controls on their religion and culture.

Iran: Ahmadinejad To Embark On South American Tour

Iranian president Mahmoud Ahmadinejad is preparing to leave Tehran on Friday for a tour of Latin America which will lead him to Venezuela, Nicaragua and Ecuador. Ahmadinejad, who had already visited the region in September, is scheduled to land Saturday morning in the Venezuelan capital Caracas where he will be greeted by president Hugo Chavez, his closest ally in South America.

Bosnia: Passports Of 330 Naturalised Citizens Withdrawn

Sarajevo) - The Bosnian authorities have revoked the citizenship granted to 330 foreigners during the 1992-1995 Bosnian civil war, the president of Bosnia's ad hoc state commission, Vjekoslav Vukovic, said on Tuesday. The commission has in the past seven months examined over 900 cases with a further 500 still to be scrutinised before the commission winds up its work next month, Vukovic told Dnevni avaz daily. Foreigners from African, Asian and European countries have lost their Bosnian citizenship because they had breached immigration procedures, Vukovic stated.

Russians, Ukrainians, Moldavians and individuals from Switzerland, Sweden and European Union countries were among those who have lost their Bosnian citizenship, Vukovic said. He denied claims by some naturalised Bosnian citizens that they were being persecuted for political reasons. The authorities previously stated that those stripped of their Bosnian citizenship will be deported.

The government was forced to form the special commission for the revision of citizenship due to international pressure following intelligence reports that some mujahadeen from Muslim countries who fought on the side of local Muslims have remained in the country and may be linked to al-Qaeda and other Islamist terrorist organisations. Thousands of foreign fighers or 'mujahadeen' came to Bosnia during the civil war and many have remained in the country, marrying local women and acquiring Bosnian citizenship.

Italy: Egypt-Born TV Presenter Blames Islamists For Arson Attack

An Egyptian-born television presenter in Italy, Mohammed Ahmad said Tuesday he believes "Islamist extremists" torched his car in an overnight attack. Ahmad told Adnkronos International (AKI) said he believes he was targeted for promoting moderate Islam. "It was two o'clock at night [on Monday] when a loud sound followed by police sirens woke me up. It was firefighters who has come to put out the blaze. That's when I understood that it was my car that was on fire." Ahmad said.

Ahmad, who became an Italian citizen more than 20 years ago, presents a programme on Padua-based private channel La8 dealing with immigration and cultural integration issues. "I believe it was Islamic extremists. In the past I have reported to the police certain individuals living in the area who are linked to Islamic extremism," said Ahmad adding that he had received threats from these people.

He added that another reason behind the attack could be because he invites "Jewish and Leghisti (members of Italy's anti-immigration Northerl League party) friends" to his programme on La8.

After news of the attack had emerged Ahmad received a message of support from a member of an Italian-government appointed advisory body on Muslim issues, the Consulta. Souad Sbai, who is also head of the Confederation of Moroccans in Italy condemned the attack and said it was "the reason why so many moderate Muslims don't want to appear on TV or at public demonstraions.

"They are afraid to appear because of the retaliation they may face," she said adding that as a Consulta member: "I call on Interior Minister Giuliano Amato to invervene in defence of the moderates to guarantee their freedom of expression."

Egypt: Police Stop 135 Illigal Immirants Headed To Italy

The Egyptian police stopped a group of 135 illegal immigrants from making the journey from the Egyptian coast to Italy crossing the Mediterranean. According to the Saudi newspaper al-Watan, Egyptian security sources said that the police on Monday said that 135 Egyptians, mainly young people, were attempting to make the journey to enter Italy illegally.

The illegal immigrants had made arrangements with a fisherman in an area on the Egyptian coast to make the journey with one of his fishing boats that was no longer in use. The police had been tipped off about the illegal immigrants and caught them as they were attempting to make the journey.

Most would-be immigrants attempting the perilous sea journey hail from North Africa to Europe, mainly choose the southern island of Sicily as their destination though the tiny island of Lampedusa, the first Italian territory to be reached by boats from Tunisia or Libya, is also a key destination.

Afghanistan-Pakistan: End War Of Words And Fight The Taliban, Says U.N.

A senior United Nations official in Afghanistan has called on the Afghan and Pakistani governments to end their mutual recriminations and cooperate in fighting the Taliban insurgency in the south of the war-torn country, saying it is being fuelled from both sides of the border and urging greater action against the rebellion in Pakistan itself.

SNIP:He stressed that of the 142 Taliban leaders mentioned in Security Council Resolution 1267 of 1999, which slapped sanctions on Taliban and al-Qaeda operatives and associates, only a handful have been captured, reconciled with the new government or their whereabouts otherwise established, due to a lack of international cooperation.

Bikie gang linked with rocket 'plot'

POLICE investigating an alleged terrorist plot using stolen Australian army rocket launchers are close to arresting more suspects, including a member of Australia's biggest outlaw motorcycle gang.

The Rebels bikie from Sydney's southwest is one of several people suspected of playing a part in a stolen weapons trail leading to alleged Sydney arms dealer Taha Abdulrahman and his clients - one of whom is a terror suspect.

It is believed that police are close to making a number of further arrests in connection with the illegal sale of the anti-tank weapons which police allege were intended to be used to attack targets including the American Express headquarters in Sydney.

Mr Abdulrahman, 28, was arrested and charged on Friday with 17 offences, including unauthorised possession of a prohibited weapon and unauthorised supply of a prohibited weapon. The charges relate to five shoulder-mounted, anti-tank rocket launchers among seven allegedly stolen from the army. Police have recovered one of the launchers after cutting a deal with Sydney underworld figure Adnan Darwiche, who is serving a double life sentence for murder.

It has been revealed that the Darwiche family, which was caught up in a string of shootings in western Sydney stemming from a feud with the rival Razzak family, had access to some of the rocket launchers. Five of the stolen rocket launchers are believed to have been sold to a Sydney man who is now facing terrorism charges.

Community sources have said that a member of one Middle Eastern crime family has privately boasted of possession of at least one rocket launcher. Police said last week that Mr Abdulrahman had no immediate connections to the Australian Defence Force and that no ADF members were said to be under investigation at this point. But the focus of the police investigation is now on how the weapons were moved from the army to the Rebels, Mr Abdulrahman and then into the hands of a potential terrorist cell.
