If the driver chased the kids, he acted in concert with the shooter and is as guilty as the shooter. They should just throw his sorry butt in jail and keep him there until he makes a deal.

Yes, but both the driver and shooter should be sharing a cell with the surviving teenagers who participated in the egg-throwing.
Snowballing cars on the Mass Turn Pike ain't so bright either. Not that I know this from personal experience
Or charge the other egg throwers with felony murder.
My own speculation is that the driver was drug-related. A runner or dealer of some magnitude.
