Bullock says blast could have caused property damage, possibly fatalities
BONNE TERRE - Authorities discovered an abandoned vehicle Tuesday that contained nearly three pounds of C4 explosives.
The St. Francois County Sheriff's Department went to check out an abandoned vehicle call Tuesday morning in a residential area located in East Bonne Terre.
Deputies observed what was believed to be explosives and blasting caps through the windows of the vehicle, said St. Francois County Sheriff Dan Bullock. Officers secured the scene and called the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). ATF sent a specialist down to disarm the explosives.
Bullock said the explosives turned out to be nearly three pounds of C4 explosives along with blasting caps.
The ATF specialist set off the explosives at a secure location, Bullock said. Based on what we saw had those gone off in a residential neighborhood, it would have done a lot of property damage and probably would have caused injuries and possibly fatalities. We are currently looking for the owner of the vehicle.
Bullock said the owner had been serving a 60-day sentence in the St. Francois County Jail for an unrelated offense, but was released two weeks ago.
According to neighbors, the vehicle had been parked in the East Bonne Terre neighborhood for three months, Bullock said. Any kind of battery could have been used to set off the explosives. We don't know why at this point the explosives were inside the vehicle or why the vehicle was parked where it was. All we know is who the owner of the vehicle is and that he was staying in Bonne Terre at a different location.
Bullock said the ATF and the St. Francois County Sheriff's Department are looking for the man for questioning in reference to the explosive-filled vehicle.
We were lucky that we got to these before they were set off, Bullock said.

According to Israel Radio, Mashaal reiterated threats that if the international community failed to set up a framework for a Palestinian state defined by the 1967 borders within six months and assure refugees' right of return, the Palestinians would resume their course of "resistance" against Israel.
Elsewhere on Tuesday, Mashaal's words were backed up by Palestinian Prime Minister Ismail Haniyeh, who asserted that in all the time he had served as prime minister, he had never taken steps against Palestinian armed groups or prevented them from carrying out operations.
Speaking at a rally the al-Yarmouk refugee camp in Syria, Haniyeh said his government did not condemn resistance but embraced it.

MOGADISHU, Somalia Residents of a southern Somalia town who do not pray five times a day will be beheaded, an official said Wednesday, adding the edict will be implemented in three days.
Shops, tea houses and other public places in Bulo Burto, about 124 miles northeast of the capital, Mogadishu, should be closed during prayer time and no one should be on the streets, said Sheik Hussein Barre Rage, the chairman of the town's Islamic court. His court is part of a network backed by armed militiamen that has taken control of much of southern Somalia in recent months, bringing a strict interpretation of Islam that is alien to many Somalis.
Those who do not follow the prayer edict after three days have elapsed, "will definitely be beheaded according to Islamic law," Rage told The Associated Press by phone. "As Muslims we should practice Islam fully, not in part, and that is what our religion enjoins us to do."
He said the edict, which covered only Bulo Burto, was being announced over loudspeakers throughout the town.
