Today's Wall Street Journal front page says that in breaking up an international car theft ring recently, the LAPD interrupted the flow of profits to terrorists in the Republic of Georgia. It's in a piece on how the LAPD and other departments are doing their part to deter terrorism.
On Feb. 15, 2006, the LAPD busted eight people for fraud in connection with the alleged scam and issued arrest warrants for 11 others. Chechen terrorist financing was never mentioned in the indictments or in the press release that trumpeted the takedown of the operation. There were no news conferences claiming victory in the war on terror. Yet Russian police, U.S. intelligence and State Department officials familiar with the case today all say that they believe the LAPD's breakup of the ring was a setback to international terrorists....
Los Angeles has created one of the most active counterterrorist police departments in the country, often reacting to overseas attacks with its own contingency planning....The Los Angeles police's low-key strategy is to use local laws -- from parking ordinances to antifraud statutes -- to crack down on suspected terrorists. It's akin to the tactic the federal government used in the 1930s when going after gangster Al Capone: He was indicted for tax evasion instead of murder.
Los Angeles police say that since 9/11 they have arrested nearly 200 people, both American citizens and foreign nationals, with suspected ties to terrorist organizations. These included a group of North Africans that LAPD and federal officials are convinced were part of an al Qaeda support cell living in Los Angeles. The charges against them have ranged from marriage fraud to identity theft to illegal weapons possession.

ARTICLE SNIPPET: "MADRID, Spain (CNN) -- A powerful explosion apparently caused by a car bomb caused extensive damage to Spain's busiest airport Saturday, an airport official said, but there were no reports of casualties.
The parking lot explosion followed a warning to police, who were able to evacuate part of Madrid's Barajas International Airport. It was not clear who gave the warning.
Police received the warning at 8:15 a.m., telling them the bomb would detonate in 45 minutes, the official said.
Terminal four, which serves Iberia Airlines and its partners, has been closed, although the airports three other terminals are still operating, the official said.
Witnesses described a huge column of smoke billowing out from the scene of the blast.
Samantha Graham, an employee of CNN's parent company who was in an airport concourse for a flight, said hundreds of people evacuated the terminal through jetways and have gathered outside on the airport tarmac.
CNN's Madrid bureau chief Al Goodman said the explosion caused a collapse of part of the airport terminal and extensive damage to glass."

Three people have been injured by the explosion of a car bomb in the parking of the T-4 [Terminal #4] of Barajas Airport in Madrid around 9:00 AM this Saturday. They are agents of the National Police corps. The Madrid regional government has activated alert level 2 in the region and the SAMUR has set up a portable hospital next to the way out of the terminal. The news agency Vasco press attribute to ETA a call around 8:00 AM to the road assistance asociation DYA in Guipuzcoa [Basque Country] warning of the planting of a bomb in a Renault Traffic van parked next to the T-4. Aena [Spanish airport authority] has cancelled the air traffic in Barajas as the Security Forces search [for more devices]. On August 28th 2001, ETA planted a car loaded with 45 kilograms of dynamite in the T-2 of Barajas, producing a 30 meter wide hole.

STATEMENT BY THE PRESIDENT
Today, Saddam Hussein was executed after receiving a fair trial -- the kind of justice he denied the victims of his brutal regime.
Fair trials were unimaginable under Saddam Hussein's tyrannical rule. It is a testament to the Iraqi people's resolve to move forward after decades of oppression that, despite his terrible crimes against his own people, Saddam Hussein received a fair trial. This would not have been possible without the Iraqi people's determination to create a society governed by the rule of law.
Saddam Hussein's execution comes at the end of a difficult year for the Iraqi people and for our troops. Bringing Saddam Hussein to justice will not end the violence in Iraq, but it is an important milestone on Iraq's course to becoming a democracy that can govern, sustain, and defend itself, and be an ally in the War on Terror.

Health officials in New York are warning residents to stay away from stray animals over the holiday period.
The advice follows a large increase in the reported number of rabies cases, including seven in December alone.
The outbreak is centred on the borough of Staten Island, which lies off Manhattan, where 35 animals have tested positive for the virus during 2006.
